Duties description:

Employee Health Service (EHS) is responsible for medical examination services, including pre-employment, fitness-for-duty / return-to-work, and occupational health examinations, for all New York State departments and agencies. In addition, Health Service Nurses perform occupational health screening and immunization services throughout the State. This position will play an important role in helping to ensure the health and safety of employees throughout New York State agencies.

The Director Nursing 1 Health Services duties in Employee Health Services will include but are not limited to the following:
• Directly supervises and supports nursing staff across NYS nurse station locations to ensure consistent standards of care and professional development.
• Provides leadership and oversight to medical assistants, ensuring proper clinical support workflows and team collaboration.
• Fosters a culture of excellence, accountability, and continuous improvement throughout the Employee Health Services Division.
• Conducts regular team meetings, huddles, performance evaluations, and mentorship for clinical staff.
• Manages staffing schedules, develops assignments and daily clinic plans, and ensures adequate coverage at nursing stations.
• Monitors and reviews work performance and addresses performance concerns, as needed. Evaluates and develops subordinates annually, provides feedback, and implements procedures that ensure efficient utilization of limited resources.

Clinical Operations & Participation
• Actively participates in day-to-day clinic functions, including clinic modalities (see below) and administering vaccinations.
• Conducting medical diagnostic tests using a variety of equipment, including blood pressure cuffs, vision machine (ortho-rater), hearing machine, electrocardiography (ECG) machine, spirometer (pulmonary) and urinalysis machine.
• Performing phlebotomy, calibrating, and adjusting instruments, and recording test results independently.
• Obtaining urine samples for drug testing, including a chain of custody forms, and packaging of blood and urine specimens.
• Provides oversight to ensure that all clinical operations run efficiently

CLIA Compliance and Oversight
• Serves as the responsible individual for Clinical Laboratory Improvement Amendments (CLIA) compliance across all clinic sites.
• Ensure that lab testing is performed accurately and reliably in accordance with CLIA regulations.
• Oversee staff training, quality control, documentation, and inspections related to CLIA-waived testing.
• Maintain readiness for inspections and audits and lead all related correspondence with regulatory agencies.

Travel and Remote Site Management
• Travel to off-site clinics (40% of the time) to supervise staff, support operations, and perform evaluations or vaccinations.
• Organize and participate in vaccination events and health services at academy/training locations.
• Conduct on-site audits, staff competency checks, and quality improvement assessments during visits.

Communication & Collaboration
• Act as a liaison between clinical teams, leadership, and external partners to ensure smooth communication and operational alignment.
• Collaborate with occupational medicine providers to support clinical care plans and employee health initiatives.
• Represent the Employee Health Services department in strategic planning and cross-functional meetings. Represents EHS in authorized contacts with the public, executive staff, other sections of the department, and representatives of other State agencies.
Program Development & Strategic Planning
• Contribute to the strategic direction of the employee health program through data-driven analysis and innovative ideas.
• Lead quality improvement initiatives aimed at enhancing service delivery, employee satisfaction, and health outcomes.
• Monitor key performance indicators and prepare reports for leadership review.
• Develops nursing policies and procedures in consultation with the Director Health Services Medical Service.
