Job Summary
As the accounting operations supervisor at the Minnesota Pollution Control Agency (MPCA), this position will supervise one of two accounting units that conduct the following activities: accounts payable, accounts receivable, cash management, payroll, special and business expenses, and manage the revolving loan program. Provide backup and support to the staff in the other accounting unit. Act as a lead user of the state's financial management system, Statewide Integrated Financial Tools (SWIFT), and the Statewide Employee Management System (SEMA4). Participate in planning, developing, and implementing e-business applications for financial and accounting operations. Generate accounting and financial reports from SWIFT and the state's financial data warehouse. Assist staff at all levels in the agency with accounting and financial management questions and issues.
Minimum Qualifications
Two years of advanced professional accounting experience including demonstrative experience in Statewide systems including: Statewide Integrated Financial Tools (SWIFT), Information Access Warehouse (IA), and Statewide Employee Management (SEMA4) or similar accounting and financial planning systems used in other government operations.
Experience connecting financial reporting to strategic and operational planning.
Supervisory or leadership skills sufficient to lead a diverse group of individuals in a hybrid environment such as effectively supervise, plan, assign, and direct the work of others; and effectively delegate responsibility, monitor progress, mentor, and develop employees.
Strong communication skills to explain technical concepts verbally and in writing, with strong customer service orientation, initiative, resourcefulness and decision-making abilities.
Knowledge of:
State accounting policies, principles and practices, and relevant state statutes.
State contracting, purchasing and procurement policies and practices.
Federal budgeting and accounting practices, auditing, and financial reporting requirements.
The Minnesota Pollution Control Agency will not sponsor applicants for work visas including F-1 STEM OPT extensions.

Preferred Qualifications
Bachelor’s degree in accounting, finance, or other relevant business administration field of study.
Experience in accounting/financial auditing or business management with financial accounting activities to include preparing and interpreting complex fiscal reports, recognizing problems and working toward solutions (i.e. investigating financial issues using analytical methods and skills).
Experience in the principles, theories and techniques of acquisitions, contract management, and materials management.
Experience in leading project teams focused on financial operations, issues, and problem solving to include team development, consensus building and negotiation.
Strong written and verbal communications skills to establish effective working relationships with fellow supervisors, managers, division directors, the public, and federal and state agencies and local units of government.
