This position is within the Public Health Applications and Technology Section (PHATS), which provides IT support for Management Information System (MIS) and enterprise business applications that are critical to the successful operations of the Women, Infants, and Children (WIC) and other CDPH Programs

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by creating customer-focused solutions that are responsive and agile, supporting a modern infrastructure, tools, architecture, and standards to effectively provide efficient services following service-level agreements. The Information Technology Services Division (ITSD) leverages data and technology to create sustainability across CDPH by creating efficient solutions that meet customer expectations and reduce waste, as well as creating innovative solutions, strengthening partnerships, collaborations, and embracing technology.

Under direction of the Information Technology Supervisor (IT Sup) II, Chief, Public Health Information and Technical Support Unit (PHITSU), the Information Technology Specialist (ITS) I works independently as the leading technical specialist on complex statewide systems and projects. The ITS I is responsible for responding to, analyzing, troubleshooting, diagnosing, and resolving software, hardware, and network connectivity issues for the Women, Infants and Children (WIC) systems statewide as second-level support within the Help Desk (HD). Serves as a lead in project initiation and management for new and existing information technology (IT) systems software and network projects and ensures adherence to the software development life cycle (SDLC).

The ITS I collaborates with the legacy mainframe application development team to perform administration and data guidance duties.

The ITS I performs duties within the Client Services, System Engineering (operational support), Business Technology Management and Information Technology Project Management domains.

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Demonstrated knowledge and/or experience with:

  • Familiarity with enterprise systems such as MIS applications, Citrix, SharePoint, ENS, and virtual call center platforms.
  • Advanced knowledge of LAN, WAN, and SD-WAN connectivity and troubleshooting.
  • Experience coordinating with external partners (e.g., CDT, vendors, telecom providers).
  • Ability to act as incident commander during major system outages or events.
  • Skill in developing and maintaining standard operating procedures (SOPs).
  • Experience preparing and delivering training materials, workshops, or technical guidance to staff.
  • Experience administering enterprise-level IT systems, including user account provisioning, deprovisioning, and access control workflows.
  • Ability to support after-hours or weekend work when necessary for production systems.
  • Experience working with an Information Technology Service Management (ITSM) solution or similar Help Desk ticketing system.
  • 3 or more years of working in a Help Desk, Service Desk, or similar unit.
  • Excellent verbal and written communication skills; including interpersonal relationship management, communication across technical and non-technical stakeholders, and research/information-gathering skills.
  • Strong Organizational and time management skills.
  • Knowledge of mainframe environments including TSO, CICS, and RACF access administration.
  • Ability to perform system and application testing, including validating access permissions, security roles, and operational readiness as part of SDLC processes.
  • Able to work independently or in a team setting.
  • Excellent analytical skills to tackle complex challenges.
  • Knowledge of web browsers & cloud application support.
  • Ability to produce reports in a professional and effective manner.
