The Oregon Department of Environmental Quality has a full-time opportunity available for a Stormwater Coordinator/Project Manager (Natural Resource Specialist 4) located in Portland, Oregon.

There are 3 regions (Northwest, Western, and Eastern); this position is in the Northwest Region. The Regions provide the following services: compliance inspection of regulated entities; enforcement of permit requirements and administrative rules; issuance of air, water, and solid waste permits; investigation of complaints; issuance of subsurface permits in counties; response to spills or other incidents with environmental impacts; cleanup of contaminated land; direct contact and liaison with other governmental entities, industries, and the public; and technical assistance to regulated entities and the public. What you will do!
You will serve as Stormwater Coordinator in DEQ’s Cleanup Program overseeing source control evaluations, remedial investigations, feasibility studies, remedial design, remedial action, and long-term performance monitoring at contaminated sites primarily located in the Northwest Region. You will typically focus on stormwater and water quality issues related to upland sites that could negatively impact the Portland Harbor Superfund Site, Columbia Slough, Columbia River, Johnson Creek, and other waterways. You will act as a bridge between DEQ’s Cleanup and Water Quality Program addressing broad stormwater concerns, such as stormwater loading, recontamination of sediment, and continued implementation of the comprehensive stormwater management plan for Portland Harbor. In addition, you will manage a broad range of sites, and have overall project responsibility to ensure that contaminated sites are evaluated and remediated in a manner that is cost-effective and timely, and protect public health and the environment. Finally, you will serve as the Northwest Region Brownfields Coordinator on an interim basis.

What are we looking for?
Minimum Qualifications: Bachelor’s degree in physical science, environmental science, natural resources, or a closely related field, AND 4 years of experience in a natural resource or environmental field (an equivalent combination of education and experience is acceptable). At least 1 year of experience at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities.
Candidates who are most competitive will also reflect the following:

  • Excellent verbal and written communication skills; professional level writing and presentation acumen.
  • Excellent project management, analytical, and organizational skills; prior regulatory experience in a project manager role, including experience planning, leading, and implementing projects and programs.
  • Demonstrated ability to serve as a project team leader for remedial action projects.
  • Experience providing technical oversight for completion of site investigations, and for design and implementation of remedial activities.
  • Ability to communicate effectively with staff, many sectors of the public, and other natural resource agencies, including communicating technical information.
  • Familiarity with cleanup policies, procedures, state, and federal guidance.
  • Demonstrated experience with stormwater, including stormwater loading, recontamination of sediment, and stormwater management plans.  
  • High proficiency in Microsoft Office (Excel, Word, Outlook, and Access), as well as computer programs such as Google Earth and Acrobat.
Working Conditions:
Most work is performed in a professional office setting. There will be occasional field visits to observe, inspect, and evaluate site characterization, stormwater monitoring, source control programs, and Brownfield-related work. During field activities, there may be exposure to contaminated soil, water, fumes, and airborne contaminants.
