The Oregon Department of Environmental Quality has a full-time opportunity for an Application Training and Development Specialist (Training and Development Specialist 2) in Portland, Oregon. This position is limited duration with the potential of becoming permanent pending budget.

The Central Services Division (CSD) assists the Agency in achieving its mission by providing central management services for the agency in accounting, budgeting, information systems, human resources, health and safety, training, policy and organizational development, purchasing, and facilities management. The division serves headquarters and 3 regional divisions, the Vehicle Inspection Program, and the Laboratory and Environmental Assessment Division. What you will do!
You will conduct training needs assessments based on program evaluations to develop and implement complex instructional strategies (both classroom and eLearning) in order to develop the workforce and meet strategic agency goals and objectives.

What are we looking for?
Minimum Qualifications: 5 years of experience designing and coordinating adult education courses or organizational development strategies. (A Bachelor’s degree in Education, Organizational Psychology, Business or Public Administration, Training and Development, Human Resources, or Organizational Behavior may substitute for 3 years of experience).

Candidates who are most competitive will also reflect the following:
·        Demonstrated knowledge and experience in organizational development and workforce development.
·        Ability to work on tight deadlines in environments with shifting priorities and demands.
·        Experience conducting gap and workforce needs assessments, planning and designing training needs assessment tools, conducting cost benefit analysis, and developing program short- and long-term goals and objectives.
·        Experience determining the best method and system of a variety of training programs for a variety of personnel; experience working with vendors and subject matter experts to create trainings from scratch.
·        Experience using data analysis to measure success of training and adjust as needed.
·        Demonstrated knowledge and experience in change management, project management, and adult learning theory.
·        Excellent verbal and written communication skills; professional level presentation acumen.
·        High aptitude for learning new things and an ability to pay attention to detail.
 
 
Working Conditions:
Work is conducted primarily in a fast-paced office setting with extensive daily use of a computer. Occasional statewide travel required to attend meetings, trainings, and conferences, as well as to conduct staff training.

Work Authorization:
