Senior Applicant Data Coordinator

Summary


The Strategy, Data and Technology (SDT) team is a unique in-house consulting arm within TRQ that strives to drive technology, innovation, analytics, and data strategy across TRQ teams. The team encompasses three main areas of work for the office of TRQ. First, SDT provides functional teams in TRQ access to data and information needed for planning, effective goal- setting and tracking of progress towards goal. SDT captures important metrics and sets up systems that allow for easy data collection, cleaning and manipulation. Secondly, SDT leads TRQ teams in putting new technology into practice and managing software contracts to expand the office’s impact efficiently and effectively. Lastly, SDT works to ensure that TRQ has the infrastructure needed to make the best decisions around teacher hiring which will be of the most benefit for schools and students.
The Senior Applicant Data Coordinator will coordinate and manage TRQ human capital data management and reporting for key DOE senior leadership in the Division of Human Capital, Office of the First Deputy Chancellor, Executive Superintendents and Superintendents to determine policy, DOE-wide recruitment and hiring strategy. The reports will be utilized to determine hiring policy and DOE-wide teacher recruitment. The Senior Applicant Data Coordinator will coordinate across teams and divisions to manage and drive decision-making and analysis of TRQ’s recruitment and preparation programs, including ongoing communication and feedback loop efforts, reporting and analysis, and managing candidate feedback loops for TRQ’s candidate pool. In addition, this position will cross-team coordinate in process and policy efforts that better support candidate pools and provide recommendations for implementation and engagement. These areas play a key role in the scale-up and citywide implementation of an innovative and comprehensive model of supporting teacher recruitment. Performs related work. 


Responsibilities


  • Provides the only source of triangulated teacher hiring and recruitment data for key DOE senior leadership in the Division of Human Capital, Office of the First Deputy Chancellor, Executive Superintendents and Superintendents to determine policy, DOE-wide recruitment and hiring strategy. The reports will be utilized to determine hiring policy and DOE-wide teacher recruitment. 
  • Ensures reports and analysis provide key DOE senior leadership the information needed to determine hiring and recruitment policy for the DOE. 
  • Researches, develops, and advises on strategies and structures for data analysis and reporting to teams in TRQ and DHC, in order to provide all recruitment and pipeline initiatives strategic access and analysis of the teacher candidate pool. This entails: 
  • Collaborating with multiple program managers across the office to identify ongoing analytics needs to support recruitment pipelines and candidate cultivation throughout the cycle for 15,000+ candidates. 
  • Designing data strategy for multiple sources of data for multi-layered pipeline programs. 
  • Leading analytic solutions to automate reporting (through software such as R, Python, etc.) and create efficiencies.
  • Lead the data strategy and build of Power BI Dashboards and reports which identify key metrics to support program teams. 
  • Assisting in establishing an understanding of best practices for analyzing datasets and information for continuous improvement of programs and recruitment efforts. 
  • Supports senior leaders and program teams on developing feedback loops and analysis of teacher candidates and cultivation efforts by: 
  • Developing with stakeholders and program teams surveys to better understand the pool and redirect cultivation efforts.
  • Developing stakeholder training for program managers and Senior Leadership on using data and analytical products. 
  • Building capacity in team members in terms of how they develop research and evaluation questions, think about data, and develop recommendations. 
  • Maintaining and improve upon data products supporting engagement with applicants and candidates. 
  • Identifies, analyzes, and interprets trends or patterns in complex data sets that help set strategy for more effective communication with stakeholders.
  • Communicates with directors and program managers the state and overview of applicant pipelines in order to oversee the entire scope of the recruitment and hiring cycle. 
  • Devises and implements efficient and secure procedures for data management and reproducible analysis. 
  • Pulling raw reports either through working with system vendor or SQL queries.


Preferred Qualifications


  • 5 years prior experience in recruitment, communications, or related fields. 
  • Demonstrated expertise in community organizing, talent pipeline/workforce development initiatives, marketing, communications and/or recruitment. 
  • Proficient skills with a statistical analysis package (i.e. with STATA, R or Python) 
  • Ability to collaborate on a team and with a diverse set of stakeholders. 
  • Proven proficiency with Microsoft Package (Word, Excel, Access, Outlook, PowerBI) 
  • Experience with developing a systematic approach to analyzing multiple data sources 
  • Experience with cleaning, organizing, and transforming messy and complicated data in rectangular data sets ready for analysis in a reproducible way 
  • Experience with SQL preferred  
  • Basic knowledge of Pre-K-12 educational programs 
  • Experience working in or with schools, especially in urban public schools. 
  • Experience in project management, including goal setting and tracking, planning and implementation. 
  • Strong written communication and attention to detail. 
  • Strong relationship management skills. 
  • Works well independently and in teams, in a position of authority and as a collaborator. 
  • Shifts gears easily while effectively handling competing priorities
