Program Manager - Hybrid Schedule (Ryan White Planning Council Support)

CITY OF BOSTON RESIDENCY REQUIRED

Planning Council Support (PCS), a unit within the HIV/AIDS Services Division, provides planning and support services to the Boston EMA HIV Services Planning Council (PC), including: research, dissemination of information, leadership, and skills building for PC members. Ideal candidate has an in-depth understanding of the service system for and demographics of HIV-affected populations, strong research skills and the ability to establish rapport and develop excellent working relationships with all PC members, as well as other HIV services funders, key stakeholders, and planning bodies.

Coordination:
Provides leadership: drawing from experience in community planning or organizing; oversees and facilitates PC; collaborates with PC leadership; provides innovative approaches and logistical guidance to develop a plan for HIV services; ensures that the PC adheres to all government mandates; monitors adherence to PC bylaws; manages PC support staff and office.

Conducts outreach and public relations: acts as intermediary between the PC, community, and government agencies (DPH, HRSA, etc.); acts as the primary contact for all PC members; provides ongoing support and guidance to PC members; oversees member nominating process; works to retain and increase participation of PC members; develops recruitment plans to attract new PC applicants; develops and monitors the PC's mentorship program; develops training programs for enhancement of skills for PC members; designs new marketing materials and tools for the PC website; and develops strategy to increase the overall visibility of PC efforts.

Conducts managerial operations: oversees coordination of approximately 60 meetings annually; develops goals and direction of PCS on an annual basis; supervises PCS staff, including g performance evaluations; provides mentorship and professional guidance to PCS staff; facilitates weekly PCS staff meetings; formulates and monitors PCS budgetary expenditures; oversees purchase of office equipment, including computer equipment used by PC members; interacts with vendors and ID Bureau fiscal/administrative staff on financial matters and contracts; reviews PCS projects conducted by PCS staff; and provides oversight of all aspects of the PC and PCS staff..

Develop linkages and collaborates with other planning efforts including those related both to prevention and to services within the EMA (inclusive of Massachusetts and New Hampshire)

Research and Planning:
Directs research and development of related reports mandated by Ryan White legislation and essential for PC planning activities, including but not limited to:

  • an annual HIV needs assessment report, which includes but not limited to creating surveys
  • an annual HIV funding stream report detailing and analyzing all sources of non-Ryan White HIV related funding in the EMA
  • a service category analysis report
  • a comprehensive plan for delivery of HIV services in the EMA.

Participates in a broad based advisory group to guide the development of research tools.

Prepares all HRSA grant application sections that relate to the PC.

Writes other reports as needed and assures research and evaluation results are available to, and used effectively by PC members; is responsible for all materials produced both for and by the PC.

Training:
Develops an annual training plan for PC members and provides comprehensive training and leadership development for PC members, in accordance with Ryan White legislative requirements.

Works in a confidential capacity with Directors. Meets regularly with Directors regarding all aspects of PC and PCS operations, including but not limited to matters pertaining to staff and other confidential matters. Uses independent judgment and discretion to make decisions affecting the PC and PC support staff as it relates to operations and BPHC policy.

Provides supervision to assigned staff. Makes and recommends management and personnel decisions including but not limited to promotion, assignment of staff, and imposition of discipline. Performs other duties as required.

Minimum Qualifications
  • Masters Degree in Public Health, Public Administration, or advanced degree in closely related fields; or Bachelors and 2 years of equivalent experience in public health program coordination, management and/or community organizing; including experience managing a major project or grant.
  • Supervisory experience required.
  • Significant experience in financial operations, budgeting, labor relations, and human resources required.
  • Demonstrated communication and leadership skills.
  • Prior experience working with grants & city/municipal agencies a plus.
  • Knowledge of information systems and relevant technology preferred.
  • Excellent writing and verbal skills, initiative, well-organized, supervisory talent, attention to detail, system-oriented, computer literacy in word processing and spreadsheets.
  • Bilingual capacity a plus.

Pay Range
$60,000 - $70,000/Annually
