ABOUT NEW YORK CITY EMERGENCY MANAGEMENT 
New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies.  
 
The Community Engagement Bureau builds community resiliency by preparing New Yorkers for emergencies, fostering volunteerism, and supporting local community emergency networks through all stages of the disaster management lifecycle. The bureau aims to strengthen local social infrastructure by taking whole community approach to preparedness, response and recovery. 
 
JOB DESCRIPTION 
New York City Emergency Management is dedicated to promoting emergency preparedness throughout New York City. The Ready New York program is seeking an Individual Preparedness Program Manager to assist the Director of Individual Preparedness with the administration of the program. The Individual Program Manager will also manage the Ready New York kids outreach initiative. This position is responsible to: 
 
Outreach to Children and Youth 
 
  • Lead the strategic planning and outreach efforts focused on engaging the city’s children and youth with emergency preparedness. 
  • Develop and implement an annual outreach strategy for schools and serve as the Bureau’s liaison to NYC DOE. 
  • Develop and implement strategies to engage new and existing organizations who serve children and youth throughout the five boroughs of New York City. 
  • Conduct in-person and virtual presentations to support other targeted outreach groups as needed, including older adults, people with disabilities, and people with limited English proficiency.  
  • Manage Ready New York’s Ready Girl initiative, an award-winning initiative that teaches children and their families about emergencies. Hire, train, and supervise 10 -18 per diem kids and Ready Girl presenters to assist with events citywide. 
  • Train staff and volunteers on how to conduct kids and general preparedness presentations. 
  • Collaborate with NYC DOE on the annual School of the Year event. 
 
Ready New York Program Management 
 
  • Supervise a full-time AmeriCorps fellow. 
  • Organize large special events as directed by the Director of Individual Preparedness. 
  • Provide support to the Director of Individual Preparedness to run the day-to-day operations of the Ready New York program, including scheduling, assigning events, training new staff, organizing orders for Ready New York guides, and responding to inquiries. 
  • Maintain the program’s in-house event management database. 
  • Support the overall outreach strategy and programming of the Community Engagement Bureau.  
  • Provide guidance and support to the Community Preparedness Director on programming relating to engaging non-profit and faith-based organizations that serve children and youth. 
 
The Program Manager position requires a creative individual who has demonstrated excellent community development and communication skills.  S/he must be a strong presenter and must be able to manage and coordinate multiple projects and initiatives concurrently, as well as contribute to program development.  The position requires someone who has a working knowledge of New York City, has experience working with children/youth and has shown commitment to developing community resiliency.  
 
The selected candidate will be expected to work non-traditional hours to meet the program needs including some evenings and weekends. The candidate will also work non-traditional hours to manage citywide emergencies on his/her Emergency Operations Center Team and will serve as an Emergency Support Function (ESF) Coordinator in the Emergency Operations Center during emergencies. 
 
The selected candidate will be assigned to periodic Emergency Operations Center team and will be expected to work non-business hours during emergencies. The selected candidate will also participate in drills and exercises, assist with Ready NY presentations to external groups, and will undertake special projects as assigned. 
 
QUALIFICATION REQUIREMENTS 
 
1. A master’s degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences or related field and one year of satisfactory full-time professional experience in one or a combination of the following:  emergency management, fire or police or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made; or 
 
2. A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience in the areas listed in “1” above; or 
 
3.  A four-year high school diploma or its educational equivalent approved by a state’s department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience in the areas listed in “1” above, at least two years of which must have been in one of those areas, or another specialized area to which the appointment is to be made.  
 
NOTE: New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.

PREFERRED SKILLS 
  • A degree in education, public administration, social work, or other related program area 
  • Oral and written proficiency in one or more foreign languages commonly spoken in NYC 
  • Ability to mediate and negotiate with individuals and groups 
  • Familiarity with or experience in the emergency management field 
  • Experience working with children/youth 
  • Superior written and verbal communication and interpersonal skills  
  • Ability to prioritize and manage several projects simultaneously  
  • Experience with event planning and management 
  • Strong presentation skills and experience with speaking to large groups 
  • Familiarity with NYC communities and willingness to travel across all five boroughs 
  • Proficiency with Microsoft Office applications (Microsoft Teams, Word, Excel, Access and PowerPoint) 
  • Proficiency with virtual platforms such as Zoom, WebEx, Google Meets, etc.
