Behavioral Health Clinician I/II/III/IV


Under immediate (I, II), general supervision (III), or general direction (IV), incumbents provide clinical or administrative psychiatric behavioral health services in a multi-cultural, multi-disciplinary environment through the use of therapy (individual, family, or group), case management, interagency collaboration, and community organization.

Distinguishing Characteristics:

Behavioral Health Clinician I (unlicensed) - is the entry/trainee level classification, where emphasis is on learning casework and treatment methods appropriate to a public mental health setting, procedures, policies as part of a multi-disciplinary team under the close clinical supervision of a Board of Behavioral Sciences Licensed Marriage and Family Therapist, Licensed Psychologist or Licensed Clinical Social Worker.

Behavioral Health Clinician II (unlicensed) - is the journey level classification, providing behavioral health services as part of a multi-disciplinary team under general supervision with clinical supervision by a Board of Behavioral Sciences Licensed Marriage and Family Therapist, Licensed Psychologist or Licensed Clinical Social Worker.

Behavioral Health Clinician III (licensed) - is the advanced journey level classification providing behavioral health services as part of a multi-disciplinary team under general supervision. Incumbents in this classification demonstrate greater skill and depth of job knowledge in the assessment of consumer and family needs, and in the formulation and implementation of treatment and wellness and recovery plans.

Behavioral Health Clinician IV (licensed) - is the expert level of the series, able to independently perform the most complex clinical and case management assignments and provide clinical supervision according to licensure and training. Demonstrates leadership within the multi-disciplinary team.

APPROXIMATE SALARY:
Behavioral Health Clinician I: $25.74 - 36.07 / hour
Behavioral Health Clinician II: $2,354.10 - $3,299.87  - biweekly
Behavioral Health Clinician III: $2,472.28 - $3,463.04  - biweekly
Behavioral Health Clinician IV: $2,594.81 - $3,635.27 - biweekly

EDUCATIONAL INCENTIVE: Some positions may be eligible for educational incentive. This incentive may be 2.5%, 3.5%, or 5% for incumbents in eligible positions based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification.

BILINGUAL INCENTIVE: Some positions may be eligible for bilingual incentive depending on the applicable memorandum of agreement and the needs of the department. In order to qualify for this incentive, incumbents in eligible positions must take and pass the applicable bilingual fluency examination.

AGENCY/DEPARTMENT: Health Care Agency – Behavioral Health

Behavioral Health Clinician I is represented by the Service Employees' International Union (SEIU) and is eligible for overtime compensation.

Behavioral Health Clinician II, III, and IV are represented by the Service Employees' International Union (SEIU) and are not eligible for overtime compensation.

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-Term), Intermittent, and Extra-Help vacancies within the Health Care Agency. There are currently nineteen (19) Regular vacancies.

NOTE: If appointed at the lower level, incumbent may be promoted to the higher level(s) without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

Examples Of Duties
Duties may include, but are not limited to the following:

Behavioral Health Clinician I/II:
  • Assesses, evaluates and provides mental health and/or substance use services, including individual, group and family therapy/counseling, rehabilitation, crisis intervention and case management services for persons with serious mental illness or youth with serious emotional disturbance utilizing culturally sensitive, client/family centered, strength-based, evidence-based, and wellness and recovery models of service delivery;
  • Performs clinical documentation and maintains productivity according to department standards;
  • In collaboration with other members of the multi-disciplinary team, including consumers and family members, participates in the development of treatment plans, coordinates treatment and case management, and discharge planning;
  • Collaborates on behalf of the consumer/family with other support services provided by health care, social services agencies and community organizations;
  • Participates in training on various topics such as cultural competency, clinical practice, compliance, treatment planning, case management, co-occurring disorders and substance abuse;
  • Provides administrative support services including outreach and information about how to access and apply for state and federal programs (such as Medi-Cal), performs pre-screening and assists in paperwork completion to determine eligibility; and
  • Performs other related duties as required. 

Behavioral Health Clinician III:

In addition to the Behavioral Health Clinician I/II duties listed above, Behavioral Health Clinician III duties may include:
  • Independently assesses, evaluates, and provides mental health and/or substance use services including individual, group, and family therapy/counseling, rehabilitation, crisis intervention, and case management services for persons with serious mental illness or youth with serious emotional disturbance utilizing culturally-sensitive, client/family-centered, strength-based, evidenced-based, and wellness and recovery models of service delivery;
  • Independently completes clinical documentation and maintains productivity according to department standards with minimal administrative oversight;
  • In collaboration with other members of the multi-disciplinary team, including consumers and family members, participates in the development of treatment plans, coordinates treatment and case management, and discharge planning;
  • Collaborates on behalf of the consumer/family with other support services provided by health care, social services agencies and community organizations;
  • Participates in training on various topics such as cultural competency, clinical practice, compliance, treatment planning, case management, co-occurring disorders and substance abuse;
  • Provides administrative support services including outreach and information about how to access and apply for state and federal programs (such as Medi-Cal), performs pre-screening and assists in paperwork completion to determine eligibility;
  • Provides 5150 evaluations and writes holds as appropriate;
  • May provide clinical supervision to unlicensed clinicians and student interns within the context of licensure in keeping with Board of Behavioral Sciences regulations and according to applicable Ventura County Behavioral Health policies; and
  • Performs other related duties as required.

Behavioral Health Clinician IV:

In addition to the Behavioral Health Clinician I/II/III duties listed above, Behavioral Health Clinician IV duties may include:
  • Develops and participates in training on a variety of topics such as cultural competency, clinical practice, compliance, treatment planning, case management and makes presentations to local agencies and community groups regarding issues related to mental health or substance abuse;
  • May participate as a member of a committee or team as assigned, and develop and/or deliver related training materials to other staff, consumer/family members or the public;
  • Assists in the development and monitoring of interagency agreements and policies and procedures as assigned;
  • Provides administrative support services including outreach and information about how to access and apply for state and federal programs (such as Medi-Cal), performs pre-screening and assists in paperwork completion to determine eligibility;
  • May participate as a member of a committee or team as assigned, and develop and/or deliver related training materials to other staff, consumer/family members or the public;
  • May provide leadership and support to BHC III-IV clinicians providing clinical supervision through the facilitation of a supervision group etc;
  • Provides clinical supervision to unlicensed clinicians and student interns within the context of licensure, in keeping with BBS regulations and according to applicable VCBH policies; and
  • Performs other related duties as required.
Typical Qualifications
These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, and EXPERIENCE:

A Master's degree in one of the following is required for all Behavioral Health Clinician levels:
  • Marriage & Family Counseling
  • Counseling Psychology
  • Clinical Psychology
  • Clinical Counseling
  • Clinical Mental Health Counseling
  • Counseling with an emphasis in Marriage, Family and Child Counseling
  • Social Work with an emphasis on Clinical Social Work
  • Other equivalent Master's degree from a college or university approved by the California Department of Consumer Affairs, Board of Behavioral Science Examiners
AND
Behavioral Health Clinician I
Must either be currently registered with the Board of Behavioral Sciences (BBS) as an:
  • Associate Marriage and Family Therapist;
  • Associate Clinical Social Worker; OR
  • Associate Professional Clinical Counselor*;
OR

Must be within 90 days of completion of the requirements for graduation with a Master's degree in a discipline as noted above; and following graduation, provide documentation that an application for a Registered Associate Marriage and Family Therapist, a Registered Associate Professional Clinical Counselor or a Registered Associate Clinical Social Worker registration number has been submitted to the BBS.

Behavioral Health Clinician II 
Must be currently registered with the Board of Behavioral Sciences (BBS) as an:
  • Associate Marriage and Family Therapist;
  • Associate Clinical Social Worker; OR
  • Associate Professional Clinical Counselor*;
AND

A minimum of one (1) year field experience (may be pre- or post-Master's) in an acute setting, residential setting for Seriously Mentally Ill (SMI) Adult or Seriously Emotionally Disturbed (SED) youth or outpatient public mental health setting providing mental health services to Transitional Aged youth (TAY), adults or older adults with serious mental illness or youth with serious emotional disturbance and their families.

*In order to qualify for this job classification as a California registered Associate Professional Clinical Counselor, applicants must meet one (1) of the following additional training and education requirements beyond the minimum training and education required for licensure and attach proof to their applicationof:
  • Six (6) semester units or nine (9) quarter units specifically focused on the theory and application of marriage and family therapy; OR
  • A named specialization or emphasis area on the qualifying degree in marriage and family therapy; marital and family therapy; marriage, family and child counseling; or couple and family therapy.

Behavioral Health Clinician III/IV 
Must possess and maintain a valid California License as a:
  • Marriage and Family Therapist;
  • Clinical Social Worker; OR
  • Professional Clinical Counselor*;
AND

A minimum of three (3) years (2 must be post-master's) experience for the BHC III level, or four (4) years post licensure experience for the BHC IV level, working in an acute setting, residential setting for Seriously Mentally Ill (SMI) Adult or Seriously Emotionally Disturbed (SED) youth or outpatient public mental health setting providing mental health services to Transitional Aged youth (TAY), adults or older adults with serious mental illness or youth with serious emotional disturbance and their families.

*In order to qualify for this job classification as a California Licensed Professional Clinical Counselor (LPCC), applicants must meet the following additional training and education requirements, beyond the minimum training and education required for licensure and attach proof to their application of: 
  • Successful completion of no less than 500 hours of documented supervised experience working directly with couples, families or children; AND
  • One (1) of the following: 
  • Six (6) semester units or nine (9) quarter units specifically focused on the theory and application of marriage and family therapy; OR
  • A named specialization or emphasis area on the qualifying degree in marriage and family therapy; marital and family therapy; marriage, family and child counseling; or couple and family therapy.
NOTE: For all Behavioral Health Clinician levels, proof of Master's Degree and BBS Registration (I, II) or licensure (III, IV) is required by date of hire.

NECESSARY SPECIAL REQUIREMENTS I/II/III/IV
Behavioral Health Clinician I and II incumbents must obtain an LMFT license, LCSW license or LPCC License with the California BBS within six years of initial registration as an Associate Marriage Family Therapist, Associate Clinical Social Worker or Associate Professional Clinical Counselor as a condition of continued employment.

Candidates are required to have at time of hire and maintain a current Board of Behavioral Sciences registration number as a condition of continued employment.

Behavioral Health Clinician III and IV incumbents are required to maintain a valid LMFT, LCSW or LPCC license with the California Board of Behavioral Sciences as a condition of continued employment.

OTHER REQUIREMENTS
This position may be subject to State Health Officer Orders regarding vaccine verification and/or testing. These requirements are a condition of employment. Depending on assignment and work location(s), successful candidates for this position will be required to submit proof of vaccination and/or booster against COVID-19 or request an exemption for qualifying medical or religious reasons during the onboarding process.

Certain Behavioral Health Clinician positions (all levels) may require work experience with specific age groups such as children, adults, or older adults and/or related service types. Some positions require some evening hours and weekend coverage.

All Behavioral Health Clinician assignments involve work in multi-disciplinary, multi-cultural settings with seriously mentally ill adults or seniors, or seriously, emotionally, disturbed children or adolescents. Mental health services are decentralized throughout the County and involve field-work and travel within the County. Incumbents are expected to work in interagency environments.

WRITTEN EXAMINATION - 100%: A job-related written examination will be administered to test candidates' knowledge of Behavioral Health, Child-Adolescent-Family Treatment, and Legal-Ethics-Judgment. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

Candidates successfully completing the examination process may be placed on an eligible list for a period of nine (9) months.
