2245 - Assistant Program Officer (APO) or Program Officer (PO) or Senior Program Officer (SPO), Africa

The National Endowment for Democracy (NED), a federally funded, private, nonprofit grantmaking organization that works to support freedom around the world, seeks an Assistant Program Officer (APO), Program Officer (PO), or  Senior Program Officer (SPO) for the Africa regional program team. This position is based in Washington, D.C.
Position Summary:
The APO/PO/SPO will work with the Africa region senior program staff, directors, and colleagues to manage the Endowment’s grants program. The position will focus on East/Horn/Southern Africa.
Responsibilities:
  • Develop country strategies based on political developments and NED funding ability.
  • Identify partners, assess proposals, and draft grant materials in preparation for quarterly board meetings.
  • Manage a portfolio of active grants, including monitoring and evaluation.
  • Travel internationally to identify and assess partners on a regular basis.
  • Provide support for Africa-related initiatives and events.
  • Stay informed of regional and global democratic trends.
  • Maintain contacts with organizations and individuals in Washington and abroad working to advance democracy and human rights.
  • The level of responsibility and independence in assigned tasks will increase with experience.
Qualifications (position is commensurate with experience):
  • Knowledge/Experience:
  • Bachelor’s degree in International Affairs, Political Science, International Development, or a related discipline; Master’s degree preferred, but not required.
  • In-depth understanding of political issues and trends in the East/Horn/Southern Africa.
  • Familiarity with civil society issues and organizations in the region.
  • Years of experience required: 
  • Level 4 (APO) 2+ years
  • Level 5 (PO) 4+ years
  • Level 6 (SPO) 8+ years
  • Familiarity with civil society issues and organizations in the region.
  • In-depth understanding of political issues and trends in the East/Horn/Southern Africa.
  • Other Qualifications:
  • Experience in nonprofit work.
  • Knowledge of program evaluation techniques.
  • Experience in democracy-related projects/programs.
  • Experience living or working in the region.
  • Ability to travel to countries within the region.
  • Regional language skills desirable.
  • Authorized to work in the United States.
  • Grant making or grant monitoring experience.
  • Competencies:
  • Excellent verbal, written, and interpersonal skills.
  • Strong analytical skills.
  • Ability to maintain professionalism under pressure.
  • High degree of organization and initiative.
  • Demonstrated ability to work as a team player, including coordination and facilitation skills.
This position is part of the NED Bargaining Unit.
