Deputy Director of Operations

Overview:
Action for Boston Community Development is a nonprofit human services organization that each year provides more than 100,000 low income residents in the Greater Boston region with the tools and resources needed to transition from poverty to stability and from stability to success. 

ABCD Head Start & Children's Services is a family development program serving children from birth to age five, as well as pregnant women. The Deputy Director of ABCD Head Start & Children's Services is responsible for providing fiscal oversight, technical assistance, and financial tools and resources to all local programs and child care partnership agencies to ensure compliance with all federal, state, local and internal agency regulation and policies.

Duties include:
  • Develop, monitor, and report on Head Start department-related budgets, including those submitted to the Administration for Children and Families (ACF) on an annual and ongoing basis;
  • Conduct and submit billing for reimbursement-based awards, such as Boston Universal Pre-K, Boston Family Engagement Network, and others
  • Manage vendor relationships, ensuring timely payments and accurate cost allocations
  • Manage and analyze the overall financial system of the ABCD Head Start & Children’s Services programs, in consultation with the central administration, local Center Directors and other appropriate ABCD departments to achieve the highest level of fiscal responsibility and maximize Head Start programs' effectiveness;
  • Plan, implement, supervise all fiscal activities in accordance with ABCD policies and procedures and all federal and state regulations, including, but not limited to ACF, EEC, Department of Children and Families, and Department of Elementary and Secondary Education including:
  • Appropriate budgets for standard Head Start & Children’s Services operations and related special programs and projects;
  • System for providing all Head Start sites with technical assistance related to fiscal activities and appropriate resource development;
  • System for effectively monitoring all services related fiscal activities both at the central and local program level, such as local share, parent fee collection and billing for subsidized child care and private pay services
  • Provide leadership and maintain working relationships within the Office of Head Start, local and state child care networks, and public, private and community organizations;
  • Supervise multiple direct reports, providing mentorship, performance feedback, and professional development opportunities to team members

Job Qualifications:
  • Minimum Bachelor’s degree in field relevant to human services management, early childhood programming or organizational management. Masters degree preferred. 
  • At least five years demonstrated success in development and management of sizeable budgets and supervising staff. 
  • Familiarity with fiscal operations of federally and/or state-funded community-based human services programs and excellent accounting skills.
  • Proven ability to design, implement, monitor and evaluate fiscal management systems. 
  • Excellent interpersonal and communication skills, as well as strong detail oriented, organizational, planning, problem solving and time management skills.
  • Demonstrated collaboration skills with the ability to work effectively with senior leadership, staff, volunteers, and peers;
  • Proven ability to exercise discretion in handling confidential information.
  • Experience in developing and executing department wide strategies.
  • Experience working with national organizations, government and funders. 
  • High degree of creative thinking in the formulation of systems solutions to technical or involved administrative problems. 
  • High degree of judgment, initiative and leadership. 
  • Ability to anticipate and positively react to organizational and administrative issues. 
  • Ability to communicate effectively with staff and persons of diverse ethnic, education, cultural, and economic backgrounds.
