Having a Bachelor's degree qualifies you for this unique opportunity. Under the general direction of a Staff Services Manager I, the Associate Governmental Program Analyst independently performs duties relating to the hiring process, including Examinations, Recruitment, and Classification and Pay functions. The incumbent ensures that current laws, rules, and policies are followed throughout the testing and hiring process. The incumbent communicates with all levels of agency staff and provides consultation and guidance on a wide variety of Human Resources related matters that may be complex and sensitive. The incumbent will also consult with control agencies such as the California Department of Human Resources (CalHR) and the State Personnel Board (SPB).

Travel required up to 10% of the time.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Experience writing recommendations; concept papers; procedures, or other analytical documentation
  • Experience working in the human resources field or have knowledge of human resources processes
  • Experience as a consultant or trainer
  • Experience and ability to interpret laws, rules, regulations, policies, procedures, and bargaining contracts
  • Ability to prioritize workload and meet deadlines
  • Ability to work under pressure
  • Ability to perform research on various topics
  • Ability to work in an environment of constant change and competing priorities
  • Excellent customer service skills
