Description:
IBSS is recruiting for a contract supporting the Pacific Islands Regional Observer Program (PIROP). We are seeking a business analyst candidate with prior longline observer experience to assist in the operational roll out of their new eReporting application, ORCA. This is a single year contract in Honolulu, current or recent public trust is required. This position is ideal for candidates dedicated to sustainable fisheries with sound technical understanding and technical writing abilities and a clear understanding of the data requirements and collection protocols used by at-sea observers. The position can be full or part time depending on candidate qualifications, and while remote work may be considered, this will be considered a Honolulu-based hire and physical location on Oahu will be prioritized. 


Background
NMFS/PIRO has the obligation to monitor and obtain estimates of the incidental take of protected species, and other by-catch in the pelagic fisheries that fall under federal jurisdiction. In 2013, NMFS issued an Electronic Technologies and Fishery Dependent Data Collection Policy Directive. In response to this directive, the PIROP has been exploring and developing new technologies to augment data collection in Hawaii and American Samoa. In partnership with the West Coast Region Observer Program (WCROP), the Pacific States Marine Fisheries Commission (PSMFC), and the Pacific Fisheries Information Network (PacFIN), an “Onboard Record Collection
Application” (ORCA) is being developed. To continue the implementation of eReporting in the region, we have a need for a business analyst. The business analyst would be responsible for creating standard operating procedures (SOPs) to transition the PIROP from business rules stemming from data collection on paper to collecting data on eReporting software and tablets.


Required Skills /Education/ Certifications & Qualifications:
This position requires a minimum of a bachelor’s degree.


Minimum Experience:
The selected candidate will perform various duties related to identifying the current state of processes, and facilitating group discussion with Observer program staff regarding new business process designs. Emphasis shall be placed on a Business Analyst with a background in marine fisheries information programs or other science-based programs and technical writing experience.


The selected individual must have specific knowledge and experience in the following:
  • Experience with and knowledge of the Hawaii longline observer program data collection
  • Experience with writing technical documentation to translate the knowledge into clear and concise language
  • Highly skilled at observing processes and re-creating those processes into step-by-step standard operating procedures.
  • Ability to quickly grasp complex technical concepts and make them easily understandable in text and pictures
  • Experience with Microsoft Office, including Word, Excel, PowerPoint, and Adobe Acrobat as well as Google Suite (Google Docs, Google Calendar and Google Sheets)
  • Excellent oral and written communication skills and time management skills
  • Exceptional interpersonal skills and attention to detail to lead content experts through the development of multiple procedural documents simultaneously
The candidate will support NMFS in transitioning business processes to incorporate electronic data collection at-sea.

Tasks include:
A. Document research efforts to analyze which eReporting tablets work best in the marine environment.
B. Participate in cross-functional working groups, collaborate with the PIROP to discuss, capture, and analyze business processes for the development of documents designed to outline how to efficiently, accurately, and consistently execute a process in the eReporting environment. The documents must clearly define process steps, roles, and responsibilities of staff and observers in process execution.
C. Collect and accumulate procedural information through interviews with process owners and subject matter experts, research and analyze data, and development of documentation. Topics for required SOPs include:
  • How to navigate through the ORCA software on the tablet. This requires detailed instructions and screenshots, including protocols on data backup.
  • Data collection at-sea. This will combine the observer manual and instructions on data input on the tablets and include a decision diagram describing when observers need to switch from using their tablet to recording data on paper.
  • Instructions on cleaning/maintenance of tablets at sea, i.e. charging and changing batteries, and care after deck use, i.e. rinsing with fresh water.
  • Data verification upon completion of an observed longline trip (how to incorporate change data capture, pictures, etc. into the debriefing process)
D. Respond and modify documents in response to user’s comments and suggestions. Final SOPs shall be in a Word document format.
E. Develop a PowerPoint module for the PIROP observer training that details how to use and care for eReporting tablets.
F. Bi-weekly status email updates to the Project Lead regarding the status of current project and monthly reports summarizing progress and projecting milestones.
