The United States International Development Finance Corporation (DFC) Acquisition requires a Personal Services Contractor (PSC) for a full-time equivalent Financial Analyst.
 
This solicitation is only to be open to individual applicants. The PSC shall be a sole proprietor who will have an employee-employer relationship with the DFC. The level of effort and responsibility is generally equivalent to a GS-11, Step 1 through GS-12, Step 10.
 
The contractor shall provide personal services as a junior officer supporting the most complex, sensitive, or precedent-setting finance projects which are located in developing countries and markets. The PSC is responsible for performing in-depth financial analysis in the loan origination process. The PSC will work for a Managing Director who is coordinating the full range of new project financings.
 
The contractor is responsible for conducting in-depth financial analyses of new loan proposals to determine a proposed project’s ability to maintain debt service and fully repay a loan, performing financial analysis utilizing available financial data including the financial statements provided by the project sponsors, creating or modifying sponsor-provided financial projections to assess logical model construction and to test the adequacy of business case assumptions for the proposed DFC financing, and conducting sensitivity analyses to test project assumptions and key economic drivers. The contractor will prepare written portions of various required credit papers related to financial analysis to be submitted for management and credit approval and review financial covenants to be included in proposed loan agreements and provides recommendations to senior loan specialists as to the appropriateness.
 
The Government intends to offer a firm fixed price contract to the individual(s) whose quote conforming to the solicitation will be most advantageous of the Government, price and other factors considered in accordance with the Request for Quotes (RFQ). The anticipated period of performance is 29 September 2022 to 28 September 2023 with one (1) one-year option period which will be exercised at the Government’s need or discretion. The Government will issue up to four awards from the solicitation.

Qualifications:
 
EDUCATION and CERTIFICATION: The PSC shall have a minimum of a Master Degree of Business Administration or Master of Arts or Master of Science in International Development, International Economics, International Affairs, or Finance. Special consideration will be given to those with certifications, such as Certified Financial Analyst. 
 
EXPERIENCE: The PSC shall have a minimum of 2 years of experience performing financial analysis in corporate finance or project finance within the last 5 years. Preferred experienced includes the following:
• Experience in building, auditing, and testing financial models and cash flow projections and in performing sensitivity analyses to support the project analysis.  
• Experience in applying financial expertise to project evaluation and structuring.
• Experience in writing detailed credit approval or investment memoranda outlining project detail and analysis to support management decision-making.
• Experience in reviewing legal and other documentation in the form of loan agreements, inter-creditor agreements, security documentation, and other transaction-related documents.
• Experience working with a team on international projects or investments while working at a commercial bank, consulting firm, investment bank, international project development company, international financial institution, or multilateral organization.
 
OTHER: Ability to obtain a Public Trust Clearance or higher and be a U.S. Citizen
 
MODEL EXERCISE: If selected for an interview, the candidate will be required to take a 4-hour exercise where they are required to build a financial model and prepare a memo describing their results.
