Managing Director of Center for Behavioral Health & Wellness (Hybrid Schedule)

Job Description
The Boston Public Health Commission (BPHC), one of the oldest health departments in the United States, is an independent public agency providing a wide range of health services and programs. It is governed by a seven-member board of health appointed by the Mayor of Boston. The mission of the Boston Public Health Commission (BPHC) is to protect, preserve, and promote the health and well-being of all Boston residents, particularly the most vulnerable. The BPHC envisions a thriving Boston where all residents live healthy, fulfilling lives free of racism, poverty, violence, and other systems of oppression. The BPHC sets an expectation that all staff and leadership commit, individually and as part of the BPHC team, to hold ourselves accountable to establishing a culture of antiracism and advance racial equity and justice through each of our bureaus, programs, and offices. The Commission's more than 40 programs grouped into six bureaus: Child, Adolescent & Family Health; Community Initiatives Bureau; Homeless Services; Infectious Disease; Recovery Services; and Emergency Medical Services.

The Center for Behavioral Health & Wellness was recently created to address the prioritization of a coordinated behavioral health response in the City of Boston led by the BPHC-- driven by findings from the Boston Community Health Needs Assessment (2019) and Community Health Improvement Plan (2020), and more recently, a response to the widespread behavioral and mental health needs emerging from the COVID pandemic. Disparities in behavioral health outcomes are most acute among Boston residents and communities impacted by racism and other systems of oppression. The Center aims to develop evidence-informed, innovative prevention and response models for mental health, substance use, and wellness that address systemic racial inequities through a comprehensive, coordinated citywide response in Boston.

Position Summary
The Managing Director of the Center for Behavioral Health and Wellness will coordinate and manage the activities of the Center for Behavioral Health and Wellness within the Executive Office and guided by a plan to be developed by a Chief Behavioral Health Officer. The Managing Director will lead external initiatives to support Boston residents by working across the BPHC, other City Departments and Offices, and with community partners and residents. Additionally, there will be an initiative to coordinate internal workforce initiatives to strengthen behavioral health and wellness supports and training for BPHC staff.

This leadership position will ensure coordination across existing and expanded BPHC and City of Boston behavioral health initiatives and manage implementation of priorities through collaboration with BPHC bureaus as well as other City Departments and community partners. The Managing Director will coordinate closely with the Chief Behavioral Health Officer to develop and implement a plan.

This position will supervise two new positions: a Policy & Program Strategist and a Project Assistant within the Center and will lead the hiring and supervision of other staff as needed. The Managing Director will oversee major initiatives, partnerships, and coordination across other BPHC mental health initiatives. The Managing Director is responsible for day-to-day operations, including funding and project planning, monitoring and reporting, of the Center for Behavioral Health and Wellness, ensuring ongoing coordination across BPHC Bureau and Offices addressing mental health and substance use.

Responsibilities
  • Shape and operationalize a comprehensive plan with the Chief Behavioral Health Officer and team, focusing on several areas, including workforce resilience, community response and recovery; communications; and data monitoring
  • Oversee the daily operations of the Center for Behavioral Health and Wellness, including supervision of a small team of staff focused on coordinating behavioral health activities for BPHC in coordination with the City of Boston
  • Ensure work plans initiated out of the Center for Behavioral Health and Wellness are implemented within budget and timeline, including communications initiatives and citywide program implementation
  • Plan with the Chief Behavioral Health Officer and other BPHC leadership the development and implementation of a coordinated behavioral health strategic plan for the City of Boston
  • Partner with BPHC substance use and recovery initiatives, ensuring coordination of efforts
  • Partner with BPHC Bureaus to strengthen and expand behavioral health programming and services within Bureaus
  • Serve in an advisory capacity to the Chief Behavioral Health Officer, including advising on policies, evidence-informed practices, programs and incorporating community and key stakeholder input
  • Work to help BPHC become an antiracist organization by adhering to the BPHC Anti-Racism Policy
  • Assist in strategic planning in response to ongoing behavioral health service delivery trends in partnership with BPHC Bureaus, Offices, and City of Boston departments
  • Manage foundation and academic relations, including partnerships with academic centers to scale up grant initiatives and thought leadership
  • Develop proposal responses and oversee City and external grant funding related to behavioral health initiatives, including budget monitoring
  • Supervise staff in Center as well as those leading work on initiatives such as internal and external advisory committees
  • Perform other duties as required
  • Work occasional nights and weekends as require

Minimum Qualifications
  • Master's Degree in Public Health, Social Work or a related discipline, or health communications plus 6 years of experience in public health-related program management preferred or BA/BS required plus 7-10 years of experience in public health-related program management
  • Self-directed individual with excellent oral and written communication skills
  • Operate efficiently within tight timelines, detail-oriented with excellent communication skills
  • Comfort and competence with computer software, including MS Windows, MS Word, Excel, and PowerPoint Expertise in the area of racial justice and equity, particularly as it relates to a public health approach to behavioral and mental health
  • Demonstrated ability to manage local, state, and federal funding sources and procuring contracts, services, and goods
  • Ability to design and write Request for Proposals scopes of work for city public health programs
  • Prior experience managing state and/or federal grant-funded public health initiatives
  • Experience developing and overseeing community-wide wellness programs with a focus on a racially equitable approach
  • Passionate commitment to health equity and racial/social justice issues
  • Knowledge of or willingness to learn about the role of public health in addressing racism, the social determinants of health, and inequities in health outcomes, as well as strategies to advance racial justice and health equity
  • Minimum two years' experience supervising a diverse team, preferably in a professional multi-disciplinary team setting
  • Strong interpersonal and written and oral communication skills
  • Competence with computer software, including MS Windows, MS Word, Excel, and PowerPoint
  • Experience gathering and using secondary data, program evaluation findings, and ongoing program monitoring data to inform and guide public health programs
  • Familiarity with Boston neighborhoods and organizations is a plus
  • Demonstrated formal or informal social justice advocacy experience and/or community organizing/mobilization experience a plus
