Deputy Regional Administrator - Northwest Region (WMS04)

Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure that people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. 
 
The Opportunity
WSDOT is seeking an experienced transportation professional ready and willing to provide leadership, guidance, and support as the Deputy Region Administrator for WSDOT’s Northwest Region (NWR). The NWR includes 45% of the state's population (approximately 3.5 million people) with a very diverse and complex transportation environment which includes rural, suburban and complex urban environments. 
 
The individual in this position serves as the number two executive manager for the NWR and a key strategic partner to the Region Administrator; working in conjunction with the Region Administrator to develop and implement strategies, plans and policies. The position includes full delegated authority to act in the absence of the Region Administrator and oversees the delivery of the region's programs and services including the highway construction program, maintenance, operations, and administrative services. Approximately 1,400 WSDOT staff report through six Assistant Regional Administrators to this position. The position also represents WSDOT in various external forums that include representation from federal, state, local agencies, transit, and private citizens. As such, our ideal candidate is customer service oriented, safety-minded, and has experience working with diverse groups.

What to Expect
Among the varied range of responsibilities held within this role, the Deputy Region Administrator will:
  • Provide leadership to the Region's planning process and ensures effective alignment of all resources, infrastructure and funding to the agency's mission and Strategic Plan.
  • Lead the administration of WSDOT policies and practices that ensure a safe work environment for WSDOT employees
  • Serve as a key internal leader and participate in organizational design to provide guidance to region managers.
  • Manage, direct, and oversee activities of the highway capital construction program.
  • Manage, direct, and oversee activities of maintenance, operations, and business services within the Region.
  • Monitor operating and project-related performance.
  • Represent the NWR and WSDOT in the resolution of issues surrounding program delivery with Headquarters, FHWA and other external partners and regulatory agencies.
  • Work collaboratively with the Region Administrator in a trusted relationship, and act on behalf of the Region Administrator in agency business; represent and speak for the Region Administrator and agency as needed.
  • Provide leadership and support during emergencies throughout the region
 
Qualifications
To be considered for this opportunity, the following are required:
  • A minimum of 10 years’ experience managing and leading sophisticated transportation organizations, transportation projects, and/or transportation programs including the management of supervisory level staff. 
  • Washington State Driver's License
 
In addition to:
  • Ability to respond to emergency situations on a 24x7 basis and work beyond scheduled work hours on an as needed basis. 
  • Ability to travel to different locations within the region and state of Washington, including overnight travel, to attend meetings. 
  • Advanced knowledge of executive leadership principles
  • Advanced knowledge of strategic planning principles and change management
  • Excellent people and performance management skills
  • Ability to coach, motivate and empower employees and resolve employee grievances
  • Ability to communicate effectively, both orally and in writing, to internal and external audiences with varying technical competency
  • A strong sense of personal responsibility and accountability, with high professional standards.
  • Knowledge of laws and regulations relevant to the planning, design, construction, and operation of highways.
  • Knowledge of WSDOT’s Strategic Plan.
  • Knowledge of finance, budget and programming procedures for public works projects and programs.
  • Knowledge of legislative processes. 
  • Knowledge of state employee personnel laws, regulations and policies.
  • Knowledge of the principles and practices of negotiation.
  • Knowledge of the principles and practices of project management.
  • Knowledge of emergency management.
  • Ability to partner with regulatory agencies, local jurisdictions, contractors, utilities, and community groups, and facilitate consensus among competing interest groups or individuals to solve complex problems.
  • Ability to foster continuous improvement and organizational change.
 
It is preferred that qualified candidates also have:
  • Bachelor’s degree in civil engineering or related field.
  • Advanced degree(s) in civil engineering, public administration or similar.
  • Registration as a Professional Engineer (PE) in the state of Washington

  • The salary listed includes the legislative approved 5% salary premium for positions in King County. The salary also includes the additional general wage increase of 3.25% effective July 1, 2022.
