The Division of Banks is currently accepting applications for the position of Consumer Protection Examiner I in Depository Institution Supervision. The filling of this position is subject to appropriation and obtainment of all necessary approvals from the Office of Consumer Affairs and Business Regulation and the Executive Office for Administration and Finance. The Division reserves the right not to fill this position without notice. This position will report directly to the Regional Field Manager within the examination unit.

The mission of the Division of Banks is to ensure a sound, competitive, and accessible financial services environment throughout the Commonwealth. The Division maintains public confidence in Massachusetts financial institutions through the oversight of state-chartered banks and credit unions and the supervision and licensing of mortgage loan originators, the mortgage lending, brokering, servicing industries, and the money services business, sales finance, and debt collection industries operating in Massachusetts. The majority of the Division's employees are Examiners who conduct a variety of on-site and off-site examinations of financial institutions and licensed entities under the Division's jurisdiction.

The Consumer Protection Examiner I examines the records of banks and credit unions to ensure they adhere to consumer protection laws and regulations. Specifically, the Consumer Protection Examiner I will be assigned to ensure that banks and credit unions comply with both state and federal consumer protection laws. The Consumer Protection Examiner I participates in the examination process, analyzes compliance with consumer protection laws and regulations, and prepares compliance examination reports summarizing findings and corrective actions. The Consumer Protection Examiner I communicates examination findings with bank and credit union management and coordinates with federal regulators when applicable.  
 
The Consumer Protection Examiner I offers flexible work schedules and is a hybrid position. Location is based on assignment including onsite at a financial institution, at one of the Division’s four offices (Boston, Lakeville, Woburn, or Springfield), or telework. The position requires both travel throughout the Commonwealth of Massachusetts and some or limited travel out-of-state with overnight stay.

Primary Duties: 
  • Assist in the analysis of bank and credit union compliance examinations.
  • Review policies and procedures, analyze financial documents and reports, and perform analyses on data collected in order to determine compliance with state and federal consumer protection regulations, proper safeguards, and internal controls. 
  • Confer with other state and federal agencies and audit/consulting firms as part of the examination process.
  • Assist in the preparation of sections of the examination report and prepare detailed work papers in an accurate and timely manner.
  • After formal training as a lead examiner, charge examinations and supervise a team of examiners.
  • Lead and participate in meetings with bank and credit union management to formally present on examination matters and regulatory issues.
  • Actively enroll in training and professional development opportunities to advance to supervisory level bank examiner responsibilities.

Preferred Qualifications:
  • Experience in retail banking, auditing or consulting in the financial services industry.
  • Knowledge and experience with compliance with state and federal consumer protection regulations including Truth in Lending Act, Real Estate Settlement Procedures Act, Truth in Savings Act, Community Reinvestment Act, Home Mortgage Disclosure Act, Equal Credit Opportunity Act, Fair Housing Act, and Fair Credit Reporting Act.
  • Familiarity with proper oversight, training, monitoring, and auditing of a financial institution's Compliance Management System and application of the FFIEC Consumer Compliance Rating System.
  • Must possess strong written and oral communication skills, analytical reasoning strengths, and computer skills.  
  • Ability to write the analysis of financial information and write concisely, with clear and developed ideas.
  • Ability to communicate effectively in oral expression.
  • Ability to read, analyze and determine the applicability of financial data, to draw conclusions and make appropriate recommendations. 
  • Ability to comprehend and synthesize laws, regulations, policies and procedures applicable for the examination of financial institutions.

The non-negotiable annual salary for this position is $55,469.70 (NAGE Unit 6, Grade 10, Step 1).
 

Qualifications

 
This requisition will remain open until filled; however, first consideration will be given to those applicants that apply within the first 14 days.
 
Minimum Entrance Requirements:
 
Applicants must have (A) at least one year of full-time, or equivalent part-time, professional experience in accounting, auditing, or bank examining work, or (B) any equivalent combination of the required experience and the substitutions below.
 
Incumbents are required to have a current and valid Motor Vehicle Drivers License at a Class level specific to assignment.
 
Substitutions:
 
I.A Bachelors or higher degree with a major in accounting, business administration, business management, banking or finance may be substituted for the required experience.*
 
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
