Enterprise Applications Administrator

Qualifying Requirements:
Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.
  • WORK EXPERIENCE: The application must clearly show two (2) years of full-time professional experience in systems analysis, and/or programming, with project management responsibilities within an IT environment. (Full-time is defined as 32 hours or more per week. Less than full-time experience will be calculated on a pro-rated basis.)
  • EDUCATION/TRAINING: The application must clearly show a Bachelor's Degree from a fully accredited institution in Architecture, Business Administration, Computer Science, Engineering, Environmental Studies, Geography, Information Management, Public Policy, or a related field. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).
  • EQUIVALENCY: Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is six (6) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training). 
CIVIL SERVICE EXAMINATIONS

POSITION DUTIES
  • Administers assigned software applications for the City and acts as the key technical liaison between systems users, vendors and the Department of Innovation and Performance.
  • Functions as the lead on projects to implement or enhance and test applications to meet dynamic business needs; performs complex configuration, change management and testing activities to support a service-oriented architecture and integration between all applications.
  • Acts as the primary contact for assigned applications systems problems; analyzes and documents issues, recommends solutions, and initiates troubleshooting and resolution internally or with the vendor, as appropriate; follows-up on problem resolution and informs clients of status.
  • Administers systems security measures to protect data, software, and hardware, including the implementation of backup and recovery processes.
  • Participates on integration development teams; plans and implements operating procedures for backup of database and recovery of database information.
  • Determines future growth requirements of the applications in areas such as database size, number of end-users and application functionality; works with other information technology professionals to address application capacity needs.
  • Ensures the performance and reliability of software systems by monitoring these systems for high availability, load balancing, and satisfactory response time; partners with information technology professionals to resolve performance issues.
  • Monitors third party tools for application and database performance; provides recommendations for enhancements/changes, and makes database table changes/additions to packaged software applications.
  • Ensures user proficiency in assigned applications and provides on-going training and materials/support; keeps end users informed regarding system updates; performs test updates as far as possible prior to execution.
  • Supports organizational process improvement by collaborating with client departments in process flow analyses and work re-design, with an emphasis on the effective utilization of assigned software applications to improve performance.
  • Develops, edits and updates citywide GIS databases; designs and produces digital and hardcopy maps; fieldwork data collection; constructs and updates 3D models; imports and exports 3D objects in the GIS. 
  • Provides programming/scripting assistance to support system automation; debug and tune/optimize SQL statements.
  • Performs complex systems/software analysis; conducts application, system, and code walkthroughs; implements and maintains highly reliable, available, and secure software.
  • Leads or serves on teams to guide the evolution and development of enterprise applications, data integration, and best practices.
  • Travels between vendor locations and City facilities (public transportation may be utilized).
  • Performs other related tasks and duties as assigned or required.
