Grants & Budget Analyst

The mission of the International Institute of New England (IINE) is to create opportunities for refugees and immigrants to succeed through resettlement, education, career advancement and pathways to citizenship. One of the oldest and largest human services organizations for New Americans in the region, IINE serves more than 2,500 people each year in Boston and Lowell, Massachusetts, and Manchester, New Hampshire. Our programs include case management, youth and family services, English for Speakers of Other Languages (ESOL), employment and skills training, and immigration legal services.

Grants & Budget Analyst - Boston, MA

  • Status: Non-exempt, Full Time
  • Pay Range: 33.65/hr. - $36.06/hr. 
  • Location: Boston, MA

Overview:
Reporting to the Chief Financial Officer, the Grants & Budget Analyst assists and participates in budgeting, budget analysis and all pre and post-award grant processes, reviews and maintains grant budgets, establishes grant accounts in collaboration with the Accounting team, and records and processes the necessary allocations and corrections to ensure compliance with IINE’s policies and funder regulations and guidelines.

Duties and Responsibilities:
  • Supports the CFO in managing the annual budgeting process and assists with budget analysis throughout the fiscal year with a focus on grant and contract funding.
  • Administers and coordinates the administration of federal, state, and local grant awards in accordance with applicable standards, regulations and guidelines.
  • Manages fund mapping and allocation across several restricted funding sources
  • Provides pre and post-award general support; assists with submission of grant and contract information via internal and external platforms and systems as applicable using in
  • Audits, monitors and schedules reports of grant activities; processes transaction corrections, reallocations and other related activities.
  • Maintains accounts of grant funds and performs grant accounting functions including preparation of journal entries for revenue and expenditure transactions, and preparation of grantee performance reports
  • Coordinates and assists in the preparation of proposals and contracts relative to grants, in compliance with regulations and applicable federal, state, and local laws and regulations.
  • Works closely with the Senior Accountant and the Controller to ensure grant billings and reports are accurate and in compliance with funding budgets and funder requirements.
  • Acts as the liaison between Finance and other departments on all grant tasks including funding proposals and reporting; interfacing on a regular basis with staff at all levels of IINE’s departments, as well as with partners, to build effective relationships.
  • Reviews, improves, and contributes to policies and procedures for contracts and grants.
  • Participates in special projects and performs other duties as assigned.

Qualifications:
  • Bachelor’s Degree in Accounting or in Business or Finance combined with strong hands-on accounting experience
  • At least four (3) years of full cycle grant/contract administration including budget analysis and reporting for complex grants & contracts
  • Advanced knowledge of U.S. Government (USG) regulations: Uniform Guidance under 2CFR 200, Federal Contract Regulations, strongly preferred
  • Advanced understanding of non-profit accounting GAAP and FASB accounting standards and experience managing federal and state grants and contracts
  • Minimum of three (3) years of related work experience as a Budget Analyst, Grant Manager, Revenue Accountant, or equivalent in an organization with multiple public and private revenue streams
  • Experience working for non-profits, human services agency, preferably in Massachusetts and/or New Hampshire, managing and executing public grants and contracts
  • Impeccable attention to detail
  • Effective oral, written, verbal, organizational and creative problem-solving skills
  • Self-starter with the ability to exercise independent judgment
  • Proficiency with Sage Intacct preferred but not required
  • Working knowledge of Salesforce preferred
  • Advanced Excel skills required
  • Strong integrity and work ethic
