Senior Program Associate, Human Rights, Education and Empowerment 
POSITION SUMMARY: 
Winrock International is recruiting applicants for the position of Senior Program Associate (SPA) for its Human Rights, Education and Empowerment Group. The HREE Group houses Winrock’s diverse portfolio of programs to promote education and empowerment and to combat child labor, human trafficking and gender-based violence in Asia, Sub-Saharan Africa, and Latin America and the Caribbean. This position will require occasional international travel in compliance with Covid-19 safety measures and procedures.  
The SPA works under the management and support of one or more Program Managers to implement programs related to child labor, education, human trafficking, gender and social inclusion, and gender-based violence. The Senior Program Associate is responsible for liaising with relevant field offices on a daily basis and supports the coordination and monitoring of project activities, budget and staff management, processing technical reports and other deliverables, and procurement and other operational support.   
The candidate is also expected to play an active role in new business/proposal development efforts, contributing to the proposal development process as needed and expanding Winrock’s funding and partnership opportunities.  
 
ESSENTIAL RESPONSIBILITIES: 
  • Provide project backstopping and coordination of technical and reporting contributions of Winrock staff and consultants, providing quality control in reporting, deliverables, communication, file management, and budget monitoring. 
  • Act as a liaison between critical project finance, HR and other roles of projects and Winrock’s Home Office, in close partnership with the project-assigned Program Manager  
  • Work with HREE program staff and Winrock support units (Awards Management, Procurement, People and Culture, Information and Communications Technology, and Finance and Accounting) to provide ongoing monitoring, tracking, and troubleshooting of all aspects of program implementation  
  • Use Winrock’s Project Management tools to implement systems for managing project information, scheduling, staff and consultant contracts, subrecipient agreements, and internal and external communications  
  • Assist in developing, editing, and/or making contributions to technical reports, research reports, program updates, proposals, memos, work plans, best practices, success stories, impact evaluations, and lessons learned  
  • Closely monitor project budgets, including reviews of field and home office expenses and monthly wire requests to field offices, and contribute to institutional budgeting and planning  
  • Draft and monitor consultant contracts and subawards, review expense reports, and coordinate payments  
  • Conduct field visits to support project staff and activities  
  • Coordinate external communications with Winrock’s network, including regular updates, recurrent calls and/or webinars and surveys  
  • Support new business (proposal development)   
  • Serve in proposal development roles such as budget manager, contributing writer, staff recruitment, etc.  
  • Write and compile capability statements, CVs, and other non-technical proposal components  
  • Lead or assist with capture efforts for new program opportunities including desk research, engaging consultants, field travel, and other tasks as assigned  
  • Other:  
  • Manage logistics for events such as project presentations to the donor, team retreats, meetings and conferences, and other outreach efforts  
  • Contribute to other team and Winrock institutional efforts as needed  
QUALIFICATIONS AND BACKGROUND 
Education: 
  • Minimum Bachelor’s degree in related field required 
Skills/Knowledge/Experience: 
  • Minimum one year of relevant experience in program coordination, administration, or logistical support. Demonstrated interest in programs related to international development related to HREE’s work in combatting child labor, basic education, youth and workforce development, civil society strengthening, , countering human trafficking and forced labor, gender-based violence or related areas.  
  • Experience living or working in developing countries strongly preferred  
  • Practical knowledge of USAID compliance requirements is a plus.  
  • High level of oral and written communication skills to effectively present information, respond to questions and prepare written reports in a professional manner  
  • Fluency in English (written and oral communication) required; fluency in at least one additional language desired 
  • Demonstrated resourcefulness and ability to solve problems creatively  
  • Knowledge of basic budget and accounting procedures  
  • Excellent organizational skills and strong attention to detail  
  • Ability to prioritize, manage multiple tasks simultaneously and meet deadlines  
  • Experience working effectively as part of a team  
  • Ability to demonstrate the highest level of ethical standards at all times  
  • Proficiency in software supported by Winrock (MS Word, Excel and PowerPoint)

Required Travel: Must be willing and able to travel without dependents to remote locations both domestically and internationally on short trips (up to 3 weeks).
