Financial Systems Specialist (Cybersecurity) GS-7/9/11

Duties

Duties described below reflect the full performance level (GS-11). Duties assigned to an entry grade of GS-7 or GS-9 will be developmental in nature.

Member of provisioning access team to create, modify, and delete accounts on Department of Defense (DoD) information systems.

Reviews incoming systems access requests to ensure that the proper forms are utilized, required fields have been completed, and that proper access profiles are requested in accordance with the users mission requirements.

Assists end users with questions or issues that arise through the completion of the systems access request process.

Determines the proper access needed to minimize employee liability and ensure access remains in compliance with audit requirements.

Reviews, analyzes, and monitors system access via audit logs for accounting system(s) and reports suspected violations of Information Assurance policies to the Information Systems Security.

Maintains Department of Defense (DoD) Baseline Certification.

Qualifications

This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. We reserve the right to close this announcement early or to extend, as appropriate, based upon the needs of the Agency. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

Human Resources will determine your qualifications for each entry grade level based on your interest and the additional following criteria. To be hired at the GS-7 entry grade level, applicants must minimally have: One year of specialized experience equivalent in level of difficulty and responsibility to that of a GS-05 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
  • Specialized experience is defined as: experience using financial analysis techniques to assess issues associated with financial systems; gathering data from financial systems; and researching financial policies and laws to resolve common financial issues.
To be hired at the GS-9 entry grade level, applicants must minimally have: One year of specialized experience equivalent to the GS-07 grade level in the federal service, which demonstrates the ability to perform the duties of the position, is required.
  • Specialized experience is defined as: experience performing the technical functions of establishing user roles within an automated system; demonstrating financial analysis techniques and statistical principles necessary to assess issues associated with an automated system.
Any of the following certifications listed are desirable: CompTIA A+, CompTIA Network +, CompTIA Security +, Cisco Certified Network Associate, GIAC Security Essentials Certification, Certified Network Defender, Global Industrial Cyber Security Professional, CompTIA Advanced Security Practitioner, Cisco Certified Network Professional, Certified Information Systems Auditor, Cisco Certified Security Professional, Certified Incident Handler, or GIAC Certified Enterprise Defender.

This position is developmental and selections may be made at the GS-07 target GS-11 and/or GS-09 target GS-11 entry grade levels. Once eligibility and qualification requirements are met, selectees will be eligible for promotion at management discretion to the GS-09 and/or GS-11 grade levels without further competition.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.


Education


SUBSTITUTION OF EDUCATION FOR GS-7 SPECIALIZED EXPERIENCE: One full year of graduate level education or Superior Academic Achievement (Grade point average of a 2.95 or higher on a 4.0 scale or class standing in the upper third of the graduating class or major subdivision) or membership in a national scholastic honor society may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.

SUBSTITUTION OF EDUCATION FOR GS-9 SPECIALIZED EXPERIENCE: A Master's or equivalent graduate level degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
