Chief Operating Officer ES-00

The Office of Cybersecurity, Energy Security, and Emergency Response (CESER) is to enhance the security of U.S. critical energy infrastructure to all hazards, mitigate the impacts of disruptive events and risk to the sector overall through preparedness, innovation, and respond to and facilitate recovery from energy disruptions in collaboration with other Federal agencies, the private sector, and State, local, tribal, and territory governments.

The Chief Operating Officer serves as one of the key members of the Cybersecurity, Energy Security, and Emergency Response (CESER) senior leadership team. The Executive is responsible for the people, resources, facilities, technology, and security of the office supporting the Principal Deputy Director.

As the Chief Operating Officer you will:
  • Provide professional expert advice and develop technical recommendations on issues/problems which have a major degree of involving the allocation of Human Capital Management and Administrative, Environment Security, Safety & Health on management of Private Sector Security program, Operations, Procurement, and Financial Services, Information Technology and Budget Services.
  • Lead and directs the internal organization, staffing, policies, and personnel authorities required to carry out the responsibilities of the organization, including the recruitment of senior managers and technical experts necessary to ensure the success of the programs.
  • Provides expertise in developing strategies, execute and manages the implementation of policies, plans, goals, and objectives. Formulates and develops management plans that will enhance the organization's culture, operations and strategic planning and directly impact policy.
  • Demonstrate executive leadership and direction on CESER projects, outlining programmatic objectives and their relationships with internal and external stakeholders.
  • Provide executive leadership and direction to staff regarding acquisition and contract management policies, plans, and operational guidelines;
  • Represents the Principal Deputy Director to interface with federal authorities and stakeholders to ensure coordinated responses affecting all matters involving allocation of the office operating resources, including forward planning and control of positions, funds, and other office resources in support of the Department of Energy's objectives.
