Annual Pay Range: $83,910.58 - $97,227.48

Hourly Pay Range: $40.341624 - $46.743982

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

Clackamas County Sheriff's Office, Investigations Division is seeking highly analytical and detail-oriented candidates to investigate crimes, identify and preserve evidence, interview witnesses, interrogate suspects, write reports and make arrests.

THE IDEAL CANDIDATE

The ideal candidates for this position will have demonstrated a strong work ethic and investigatory ability; outstanding listening as well as oral and written communication skills; excellent planning skills; reliability and trustworthiness; and good decision-making ability. Additionally, candidates will have developed excellent working relationships throughout the agency and with outside partners. Candidates will have demonstrated knowledge of applicable legal principles, case law and police procedures. They will lead their investigations by demonstrating the Clackamas County Sheriff's Office's core values.

Lateral detective hires will be required to pass the standard Patrol Field Training and Evaluation Program and the CCSO Detective Training Program within their first probationary year of employment.

Lateral detective hires will be required to work at the CCSO for five years before being eligible to apply to promote to sergeant.

IMPORTANT INFORMATION

This is a SWORN position that requires a complete Statement of Personal History (SPH).

Only those applicants who meet the minimum qualifications for the position they are applying for will need to submit the SPH. The SPH is due 10 calendar days AFTER you have been notified that you have passed the minimum qualification screening. This notification will take place AFTER the recruitment has closed.

Applicants who meet the minimum qualifications for the position will receive instructions from the Department of Human Resources or the Sheriff's Office on how to login to the electronic SPH. (The Sheriff's Office no longer accepts hard copies of the SPH.)

Required Minimum Qualifications/ Transferrable Skills:*

• Must have at least five (5) years of experience as a Sworn Law Enforcement Officer with at least two (2) years as a Detective.
• Must currently be a Detective or have been within the last six (6) months as of the date of application.
• The ability to write valid search warrant affidavits, providing probable cause a crime was committed involving specific items to be seized from a specific location.
• The ability to communicate orally and in writing about caseloads, while adhering to internal and external deadlines.
• Detectives respond at all hours and all days in support of their own specialized unit responsibilities and to assist with general requests for investigative assistance. Must be able to work after hours as needed.
• Must be certified as a Basic Police Officer by the Oregon Department of Public Safety Standards and Training (DPSST).
• Must be a United States citizen or be one within eighteen (18) months of hire.
• Must be free from criminal convictions other than minor traffic violations.
• Must pass a post-offer, pre-employment drug test
• Must pass an extensive background investigation, including national fingerprint records check
• Driving is required for County business on a regular basis or to accomplish work. TYPICAL TASKS
Duties may include but are not limited to the following:

• Receive and review reports of possible serious criminal activities and acts including alleged fraud, extortion, theft, robbery, homicide and other criminal activities; investigates complaints to determine whether a crime has been committed; secure evidence for arrest and prosecution of suspect; advises concerning the sufficiency of evidence for holding suspects.
• Interview suspects, victims, complainants, witnesses and informants; conduct surveillance of suspects and potential crime areas by tracking suspect movement, initiating and maintaining informant contact, and other techniques; trace and locate persons charged with the commission of a crime; detect, gather and preserve evidence from various sources; make arrests.
• Assist prosecuting officers or attorneys in the preparation of cases and in the presentation of evidence; keep records and make reports of investigations.
• Conduct investigations to control, detect and eliminate criminal cases as assigned; gather evidence and make arrests in cases of vice operation; assist Patrol Division on major case investigations such as homicide, robbery, sexual assault and identity theft; work with other agencies on cases that involve several jurisdictions or investigative disciplines; identify crime trends and use proactive measures to target career criminals involved in theft, burglary, drug dealing, and other criminal activities.
• Serve warrants of arrest; prepare affidavits and search warrants; execute search warrants; prepare operations plans; complete risk assessments of target locations; prepares search warrant returns; testify in Grand Jury and other court proceedings at the local, state and federal level.
• Track and locate suspicious, unusual and missing persons; access and review local and public databases, bank, and telephone records; interview associates of missing persons.
• May be assigned internal investigations involving enforcement personnel. This requires application of civil employment rules and regulations while working under the guidance and direction of the Professional Standards Unit.

REQUIRED KNOWLEDGE AND SKILLS
Thorough Knowledge of: Criminal investigation principles, techniques and practices; laws of evidence, arrest for probable cause, search and seizure, use of force, and similar laws and statutes; techniques of interrogation and identification and preservation of physical evidence; methods and use of scientific investigative equipment; use of witnesses; criminal report preparation; criminal justice system and related judicial procedures applicable to criminal law, including courtroom testimony.

Working Knowledge of: First aid and CPR; correct spelling, grammar and punctuation.

Skill to: Review information related to a criminal incident, identify the key elements and develop a strong case if possible or clear unfounded cases for prosecution; testify truthfully, clearly, thoroughly and credibly in court; plan and organize work independently, communicate effectively, both orally and in writing with a wide range of individuals; analyze situations quickly and objectively and determine the proper course of action to be taken; obtain information through interview and interrogation; prepare clear, concise, complete, and accurate law enforcement reports; understand and follow oral and written orders including County and Sheriff's Office policies and procedures; properly use police equipment and techniques including firearms and restraining devices; establish and maintain cooperative working relationships with the public, co-workers, and a variety of other criminal justice officials and personnel; use computer to enter data, write narratives and reports, and conduct research; ability to maintain strict confidences and disclose information on a need to know basis.

WORKING CONDITIONS
The Sheriff's Office is a 24 hours per day, 7 days per week operation requiring availability to work any and all shifts. Duties are performed in a variety of settings including office, outdoor environments and in a vehicle and frequently in hostile, stressful, and threatening environments.

WORK SCHEDULE

It is expected that Detectives will respond during their scheduled mandatory on-call weeks, for a minimum of four weeks per year, to emergency call out situations when needed and when available but not on-call.

SELECTION PROCESS OVERVIEW

Testing Requirements-

All candidates who meet the minimum qualifications will be invited to test. Applicants will be evaluated through a search warrant affidavit writing test.
Test session is scheduled as follows:
Wednesday August 24 at 4:00 PM - 6:00 PM

Applicant will need to allow approximately two (2) hours to spend at the testing session. PLEASE NOTE: NO DOCUMENTS/REFERENCE MATERIALS WILL BE ALLOWED IN THE TESTING ROOM.

Interview Details-

Interviews are tentatively scheduled as follows:
August 30th and August 31st - candidates will be notified of exact dates.
