About the Office of Strategy Management

The Office of Strategy Management is a team of strategy consultants, project managers, and communications specialists who guide cross-functional initiatives from vision to implementation. We serve as the lead business engagement team for EOTSS and work across agencies within the Commonwealth to improve the outcomes of projects and initiatives at the intersection of technology and constituent services.

When state agencies, including our own, identify pressing challenges in leveraging technology, our team partners with them to address these challenges through thought partnership, strategy and business case development, and strategic implementation support. Whether solutions are pursued by agencies independently or in collaboration with EOTSS, the Strategy team lays the groundwork for successful initiatives. Recent engagements include standing up a new paid family and medical leave program (the state’s first digitally native constituent service), developing a business case and technology strategy for unemployment and career services, and leading statewide telecommunications modernization efforts that will save taxpayers millions of dollars annually.

About this role:

The Strategy Analyst within the Office of Strategy Management is responsible for supporting strategic initiatives aimed at advancing EOTSS’s enterprise goals, as well as supporting our partner agencies in improving the outcomes of projects at the intersection of technology and constituent services. The Strategy Analyst will engage in business process redesign, operational analysis, data and financial analysis, and change management on projects and initiatives designed to optimize outcomes for customers and constituents.

The following articulates the various responsibilities of the Strategy Analyst:

  • User research. With support from senior Strategy team staff, develop and execute user research plans to gain actionable insights about business needs, challenges, or pain points and to evaluate proposed solutions.
  • Strategic consulting and execution. Advance EOTSS and its partner agencies’ strategic goals and objectives through business case development, business process redesign, operational and policy analysis, and data analysis.
  • Market research. Conduct market research and help to write formal Requests for Information to identify market options and solutions in response to an identified business need and to inform recommendations to the business partner
  • Project management. Manage small projects and support team members on larger projects through identifying requirements and deliverables, developing project plans, and executing those plans.
  • Project reporting. Develop reports and reporting tools, determine appropriate metrics and goals, ensure collection of data, determine cadence of reporting, and execute.
  • Communications and change management. Assist in developing and operationalizing communications and change management strategies for projects and initiatives internal and external to EOTSS.
 
Required Skills, Knowledge & Abilities:

  • (Highly preferred) 1-2 years’ relevant professional experience, including internships.
  • Strong interest in solving service delivery and technology problems facing public sector agencies.
  • Strong interpersonal skills (i.e., High EQ), quantitative and qualitative analytical skills, written and verbal communication skills.
  • Ability to effectively collaborate, communicate, and manage relationships with different types of stakeholders, from senior agency staff to operations and technology teams.
  • Ability to manage small projects from start to finish in a complex, regulated environment.
  • Self-motivated, with the ability to prioritize tasks in a fast-paced environment to meet deadlines and manage competing demands.
  •  Bachelor’s degree required.
