The Bureau of Finance and Management (BFM) is a vital component of the State of South Dakota's financial operations. Our small but industrious staff work in five divisions: Budget Analysis, Accounting Analysis, Executive Management Finance Office, Financial Systems, and Internal Control. These teams are responsible for managing the state budget process, completing the state’s annual financial report, serving as the finance office for all state bureaus, managing the operations of the state’s financial and HR systems, and implementing and managing the state’s internal control framework. The bureau has a history of producing leaders in state government. Many department secretaries, commissioners, division directors, agency finance officers, and high-level accountants began their careers at BFM. 
BFM is looking for a motivated individual to fill a Budget Analyst position in Pierre. The person chosen for this position will work as an independent contributor in a team environment and be involved in the development, presentation, and implementation of the Governor’s annual budget for the State of South Dakota. Each budget analyst has the opportunity to present budget and policy recommendations for assigned departments of state government to the Commissioner of the Bureau of Finance & Management and the Governor of South Dakota. This position functions as a member of a team of professionals who provide budget and policy analysis services to the Governor in preparation of the state budget and on state policy issues. Duties include: 
  • developing a thorough and in-depth understanding of assigned agencies’ missions, objectives, needs, and fiscal operations and how agencies’ operations integrate and interact within state government to provide outstanding service to both the agency and BFM;
  • helping agencies achieve results with fiscal responsibility and in support of the Governor’s agenda and holds self accountable for achieving quality results;
  • gathering and evaluating information to arrive at accurate conclusions, developing effective solutions, and making timely, practical and effective recommendations;
  • recommending new approaches and successfully adapting to changing priorities, organizational strategy, and future challenges;
  • developing rapport, collaboration, and communication openly and effectively with agency staff to create an environment of trust that facilitates the achievement of goals;
  • working regularly with other elected officials, including legislators and constitutional officers;
  • leading groups and presenting information accurately, concisely and persuasively;
  • representing BFM externally in a manner that enhances the agency’s credibility, reputation, and value.

The Ideal Candidate Will Have: 
  • a minimum of a bachelor's degree in business administration, finance, economics, or related field.

  • accounting fundamentals, statistics and management analysis;
