Environmental Intern (Target Class: Environmental Analyst 1)

The State of ConnecticutDepartment of Energy and Environmental Protection (DEEP) is looking to hire a full-time Environmental Intern in Hartford, within the Mobile Sources Group.

The target class for this position is Environmental Analyst 1. Incumbents in this class will be eligible for promotion without further competitive examination upon successful completion of the training program (one year).

POSITION DETAILS
This is a full-time, 35 hour per week position. Schedule is Monday-Friday on first shift.

The Bureau of Air Management's Mobile Sources Group is responsible for:
  • Assuring effective implementation of various mobile source programs established under state and federal law pertaining to on-road and non-road mobile sources;
  • Transportation fuels including gasoline, diesel and alternative and/or renewable fuels;
  • The idling of vehicles; and
  • Implementing programs to support the transformation of Connecticut to more sustainable transportation modes such as transportation electrification. 
Mobile sources are now the largest contributor to air pollution in Connecticut and the transportation sector is a major focus of both the Comprehensive Energy Strategy and the state’s federal Clean Air Act obligations. To achieve the air quality benefits, greenhouse gas reduction benefits and to continue the shift away from gasoline towards cleaner, cheaper and more reliable energy sources, the successful candidate will be trained to administer grants, help develop policy to support current and future mobile source initiatives, and implement efforts targeted at innovative and non-traditional programs. This position requires a highly motivated individual with proven technical and communication skills.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency receives training in introductory professional environmental work for the development of technical and professional skills and knowledge in order to qualify for advancement to the professional environmental work of the agency; performs a wide variety of increasing difficult duties as technical skills are acquired during the course of the training period.

EXAMPLES OF DUTIES

  • Assist in the development of multiple mobile source programs including but not limited to a clean school bus matching grant program, medium and heavy-duty (MHD) voucher incentive program, regulatory adoption and enforcement, light-duty vehicle incentive programs and grants planning and administration.
  • Candidate must be able to analyze mobile source technical, regulatory, and statutory documents and data in order to help develop and maintain programs;
  • Prepare and review policy documents, publications and guidelines that support statewide mobile source programs such as those listed above;
  • Provide planning support for various statewide mobile source emission reduction programs, including analysis of similar strategies in other states, development of future electric vehicle charging infrastructure deployment, and analysis of program costs and benefits both before and after implementation.
  • Recommend and develop program benchmarks to assess plan effectiveness as alternative fueled vehicle markets evolve.
  • Prepare and deliver presentations, draft reports and briefings documents.

KNOWLEDGE, SKILL AND ABILITY

Some knowledge of basic theories, principles and practices of environmental and policy analysis; some knowledge of basic statistics; general knowledge of environmental program planning principles and practices; interpersonal skills; oral and written communication skills; analytical skills; research and organizational skills; ability to understand and interpret legislation and technical data; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Bachelor's or Master's degree in a scientific or technical discipline related to the environmental field including but not limited to the biological, earth, or physical sciences; environmental planning; environmental law; leisure services; geographic information systems; geography with a concentration in geographic information systems; environmental or natural sciences; or natural resources.

PREFERRED QUALIFICATIONS

  • Experience managing projects and meeting deadlines;
  • Experience or academic coursework with spreadsheet, word processing, and presentation programs;
  • Experience solving problems and adapting to changing priorities;
  • Experience working in both a team environment and on individual projects;
  • Experience communicating concepts and ideas both in writing and verbally to audiences of various sizes;
  • Experience or academic course work interpreting and applying federal/state laws, rules, and regulations;
  • Experience or academic coursework pertaining to mobile sources or electric vehicles.
  • Experience reviewing scientific reports and published documents.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from on site environments and moderate degree of discomfort from exposure to year round weather conditions.
