The State of New Hampshire, Department of Safety, Division of Homeland Security & Emergency Management has a full time vacancy for Program Assistant II, which has a 37.5 hour work week and is non-exempt. This is a grant funded position and is subject to renew every 2 years. 
 
SCOPE OF WORK: Performs paraprofessional duties for the Division of Homeland Security and Emergency Management in the support, development and implementation of the Hazard Mitigation Grant Program, following Major Disaster Declarations in New Hampshire.

ACCOUNTABILITIES:

Provides oversight and collection of program data and information and provides administrative support for the Hazard Mitigation Grant Program; including maintaining and releasing program information as necessary.

Assists in collecting data and compiling annual, quarterly and monthly reports for FEMA, and others, as requested; compiles and prepares specialized program information for use by superiors, agency staff, or the public, related to the Hazard Mitigation Grant Program.

Assists with the maintenance of the grant documentation included in overseeing grant compliance and collects documentation to ensure timely closeouts of sub-recipient grant awards; provides program guidance and presents information to clarify policies, procedures and standards relevant to the Hazard Mitigation Grant Program.

Provides technical assistance and informational support to agency staff, other state employees, local officials, stakeholders and the general public in various forms, including electronic mail and telephone and recommends policy or procedural changes or alternate work methods to improve the flow of work and the administration of the program.

Assists in the development of operational policies and procedures working closely with the Division of Homeland Security and Emergency Management. Develops, updates, edits, and maintains a variety of documents, databases, graphics and spreadsheets in support of the Hazard Mitigation Grant Program activities.

Reviews paperwork for completeness, accuracy and format according to state and federal requirements, and ensures that materials are submitted in a timely manner. Assist with the coordination of program activates and training for agency staff, other state employees, local officials, stakeholders and the general public.

Manages correspondence, provides recordkeeping functions and composes various reports. Ensures that documents, forms, files, plans and procedures are properly maintained and kept current.

Updates and maintains information in Item Request Tracking (IRT) system and the NHFIRST Lawson system for grant payment status and encumbrance reports.

Maintains a level of proficiency in computer office software (i.e. Word, Excel, Visio, PowerPoint, etc.) and proofreading to ensure documentation is submitted and maintained in a timely and accurate fashion.

MINIMUM QUALIFICATIONS:

Education: Associate’s degree from an accredited institute of higher education with major study in business, information technology, communications, education, emergency management, law enforcement, fire science, engineering, public administration, homeland security or an emergency management related field. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Three years of experience in business, information technology, communications, education, emergency management, law enforcement, fire science, engineering, public administration, homeland security or an emergency management related field with responsibility for compiling and editing financial documents, reports or plans and providing program information to others. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification:  Must have and maintain a valid driver's license.  

SPECIAL REQUIREMENTS:

1. As necessary, must work a flexible schedule to include nights and weekends, to accomplish the mission of Division of Homeland Security and Emergency Management.

2. Selected candidate will undergo a fingerprint based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information.

3. Must have proficiency with Microsoft Office suite of products.
