Job Description
Under the aegis of the NYC Department of Investigation (DOI), the NYCHA Office of the Inspector General (OIG) conducts confidential and sensitive investigations into allegations of fraud, corruption, misconduct, and other improper activities by NYCHA employees, residents, and contractors. OIG also conducts proactive and systemic investigations of NYCHA’s operations, policies, and finances, which result in broad-based policy recommendations as well as significant financial recoveries and criminal prosecutions.
NYCHA OIG is seeking an Agency Attorney L1 to perform responsible legal work involving issues of fact and questions of law. Under general supervision, with latitude for independent judgment and unreviewed action and decision, the Agency Attorney L1 will engage in sophisticated agency legal work, including investigations, enforcement, and statutory and regulatory interpretation concerning operations, policies, programs, and practices at NYCHA.

Typical tasks include, but are not limited to the following:
1. Conduct high-impact investigations, including conducting interviews, analyzing complex documents and identifying legal or policy compliance issues, performing fieldwork including undercover operations and involving confidential informants, testifying in federal and state forums, and special projects as needed.
2. Prepare legal memoranda, agreements, and reports concerning legal enforcement and corruption vulnerabilities at NYCHA.
3. Participate in review of subpoena requests and evidentiary sufficiency of investigations for criminal prosecution.
4. Advise on legal aspects of enforcement and administration of city, state, and federal legislation and regulations, and NYCHA policies and practices.
5. Conduct reviews and investigations of prospective NYCHA vendors requesting to do business with NYCHA.
6. Interact as necessary with Executive and other Managerial staff, as well as with NYCHA officials and representatives from other law enforcement agencies and prosecutors’ offices.

SPECIAL NOTE:
Effective August 16, 2021, all persons newly hired for employment by the New York City Housing Authority (NYCHA) must provide proof of having received at least one dose of an approved COVID-19 vaccine prior to beginning their employment, except for those who obtain an exception due to medical or religious reasons through the reasonable accommodation process.

After receiving a conditional offer of employment from NYCHA, an applicant for employment must provide proof of having received at least one dose of an approved COVID-19 vaccine within a reasonable period of time. Any person who begins their employment with NYCHA after providing proof of having received only one dose in a 2-dose series of a COVID-19 vaccine, will also be required to provide NYCHA with proof of receipt of a second dose within 30 days of the first dose. Minimum Qualification Requirements
1. Admission to the New York State Bar; and either "2" or "3" below.
2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or
3. Six months of satisfactory service as an Agency Attorney Interne (30086).
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.

In addition to meeting the minimum Qualification Requirements:
To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.

Preferred Skills
1. Investigative experience related to criminal justice, law enforcement or accountability issues, including complex legal investigations.
2. Exceptional legal analytical skills.
3. Demonstrated ability to analyze testimonial and documentary evidence, reach factual conclusions, and formulate recommendations for improvements in agency procedures and practices.
4. Strong written and oral communication skills.
5. Experience working in government and/or NYCHA.
6. Ability to effectively manage multiple priorities with competing deadlines and ensure that projects are timely completed.
