The Oregon Department of Environmental Quality has a full-time opportunity available for a Human Resources Assistant & Information Specialist (Human Resources Assistant) within our Central Services Division in Portland, Oregon. This position is limited duration through June 30, 2023 with the potential of being extended or becoming permanent pending budget and legislative approval.
The Central Services Division (CSD) assists the Agency in achieving its mission by providing central management services for the agency in accounting, budgeting, information systems, human resources, health and safety, training, policy and organizational development, purchasing, and facilities management. The division serves headquarters and 3 regional divisions, the Vehicle Inspection Program, and the Laboratory and Environmental Assessment Division. Services are provided for over 700 positions, various local and regional governments, and directly to citizens.
The Human Resources section provides a full range of human resource services: employee and labor relations, recruitment and selection, affirmative action, diversity and inclusion, employee assistance and wellness, claims management, position classification and allocation, benefits and salary administration, policy and procedure, and record keeping.
What you will do!
As the Human Resources Assistant & Information Specialist, you will play an integral part of the Human Resources section. You will maintain the information in Workday through data entry, data audits, and running critical organizational data reports.  As the first point of contact for DEQ team members, you will respond to employment verification requests and public records requests, coordinate with Payroll to resolve personnel/payroll issues, greet visitors, answer phone calls, and respond to routine questions from employees, applicants, and the public regarding Human Resources rules, processes, and procedures.

What are we looking for?
Minimum Qualifications: Two years of human resources clerical-support experience directly assisting human resources professionals in the administrative functions of a human resources program OR 3 years of progressively responsible administrative, clerical, or record-keeping support experience.
Candidates who are most competitive will also reflect the following:

  • Experience within a human resources department supporting employees and managing data with a Human Capital system.
  • Ability to support and promote agency diversity, equity, and inclusion goals and activities.
  • Proficiency in Microsoft Office (Excel, Word, PowerPoint, Visio, and Outlook).
  • Human Resource Information System (HRIS) experience, preferably Workday.
  • Experience with databases, including entering data, running reports, and maintaining data integrity.
  • Records management experience; experience working with confidential records.
  • Strong organizational and time management skills with an ability to switch priorities or projects seamlessly; high aptitude for learning new things and an ability to pay attention to detail.
  • Ability to learn, explain, interpret, and apply Federal and State employment laws, policies, procedures, rules, regulations, and collective bargaining agreements.
Working Conditions:
Work is primarily in an office setting. There will be occasional travel on official State business for meetings, conferences, or trainings. Meetings and conferences may be held in the evenings.
