Deputy Director of Community Planning and Development Services

The City of Rockville operates under a Council-Manager form of government, consisting of the Mayor and four Council members, all of whom are non-partisan and elected at-large, every four years. Rockville’s FY2022 budget (July-June) operates with a combined funds budget of $149M for the City’s 11 operating funds. The City operates with 538 full-time equivalent employees.
The Deputy Director of Community Planning and Development Services co-leads a mission and customer driven department with the Director. Employees thrive in this key department by providing a culture of empowerment, professional growth, collaboration, creativity, diversity, and innovation.

The ideal candidate must have proven skills in project management, community engagement, budgeting, and creating consensus from various appointed and elected officials, the staff, community groups, and stakeholders. The Director will plan and coordinate major research projects to enhance and benefit the community, develop, and review requests for proposals, and supervise and provide leadership to the staff of the department.

To qualify for this position, candidates must have earned a Bachelor’s in urban planning, public administration, or a closely related field, with a minimum of ten years in progressively responsible work in community planning, zoning, development review, permitting services, with at least four of those years in a Supervisory position. A Master’s degree is strongly desired, or any equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities necessary to be successful in the position. Candidates with an American Institute of Certified Planners (AICP) designation is preferred. The selected candidate must be able to obtain a Maryland Driver’s License in a reasonable period of time and will be required to reside within the corporate limits of Rockville. The starting salary for this position ranges from $110,712 - $182,674 DOQ/E, plus excellent benefits. This position provides a flexible and remote employment several days a week.
