The County of San Diego is currently accepting job applications for Land Use/Environmental Planner I. The eligible list will be used to fill current vacancies in Planning & Development Services. This list may also be used to fill future vacancies on a county-wide basis. 

Planning & Development Services (PDS)

Through operational excellence and attention to customer service, Planning & Development Services (PDS) strives to balance community, economic and environmental interests to ensure the highest quality of life for the public of San Diego County.
 
PDS is responsible for processing and preparing long-range land use plans, including the County's General Plan and Zoning Ordinance, Housing Element Implementation, Climate Action Plan, and Multiple Species Conservation Plans which determine how our communities will grow sustainably while protecting critical habitat. The department also evaluates and processes privately initiated land use projects to ensure compliance with land use regulations and advises the Board of Supervisors and Planning Commission on the projects. Department programs, such as building plan review, building inspection and code compliance, help maintain public health and safety.
 
The Position
 
Land Use/Environmental Planner I is the first working level class in the series and performs professional environmental and planning studies, research, and data analysis to develop goals and policy or project recommendations for adoption by decision-making bodies. Incumbents will provide support to a variety of different projects, as well as independently process projects/tasks characterized by having moderate public controversy, and of low complexity such as minor use permits, variances, administrative permits, boundary adjustments, tentative parcel maps, or policy and ordinance changes. Collect, analyze and interpret data pertaining to planning, zoning and/or environmental policies, issues and legislation; operate computer equipment and software applications related to assignment; and establish and maintain effective working relationships with co-workers and those contacted in the course of work.

PDS Work Location: The selected candidate(s) for PDS may be assigned a hybrid schedule consisting of teleworking or working remotely; and working at the PDS office in Kearny Mesa.

Initial Selection Interview Dates
 
Interviews will take place the week of October 31 through November 1, 2022. Candidates should be prepared to immediately complete background paperwork, upon receipt of a job offer.
 
The timeline for this recruitment is outlined below. Please note that dates are approximate and are dependent upon the successful completion of each step of the process.
 
Job Offer and Background Process begins in November, 2022, exact date to be determined.
 
Pre-employment Medical Screening: Approximately 3 days following successful background investigation results.
 
Anticipated Start Date: Start date will be based upon successful completion of background or other mutually agreed upon date.  

Minimum Qualifications
 
1. A bachelor's degree from an accredited U.S. college or university, or a certified foreign studies equivalency, in city and regional planning, urban planning, landscape architecture, architecture, geography, archeology, biology with a concentration in wildlife and/or botany, geology, or any one of the following life and physical sciences, geography with a concentration in conservation of environmental quality, natural resources or physical geography, ecology, zoology, engineering with an emphasis in acoustics or environmental management, environmental science or a related field, AND, one (1) year of progressively responsible professional level experience performing environmental analysis, planning, research, data analysis, computations, and preparing and presenting reports and graphics as it relates to land use/environmental planning. Experience must have been at the level equivalent to a Junior Land Use/Environmental Planner within the County of San Diego; OR,
 
2. A master's degree from an accredited U.S. college or university, or a certified foreign studies equivalency, in one of the fields stated above. No experience required; OR,
 
3. One (1) year of experience as a Junior Land Use/Environmental Planner with the County of San Diego.
 
Note:  Professional level land use/environmental planning experience in a public or private agency may substitute for education on a year-for-year basis, for up to two (2) years of the education requirement. Degree must be from a U.S. accredited college or university, or certified equivalency of foreign studies must be provided.
