The Position

The City of Portland and the Community Safety Division are seeking a Community Investments Supervisor to join the team!

About this position:
 
This position joins the Community Safety Division at an exciting and dynamic time of change for the division and City. This position supervises a newly combined unit consisting of the Office of Violence Prevention (formerly in the Mayor’s Office), Community Safety Program (formerly in the Office of Community & Civic Life), and Safer Summer PDX Focused Investment Team. The position manages staff and programs that provide critical community safety investments throughout the city of Portland based on evidence-based best practices.
 
This position is responsible for building alignment and coordination across the teams in this new unit, developing and directing an overall community investment strategy, and establishing reporting, monitoring, evaluation, and learning systems and structures.

As a Community Investments Supervisor (Supervisor II), you will: 
  • Directs the strategic development and continuous improvement of the Division’s community investments to improve safety.
  • Lead and manage the Office of Violence Prevention and Community Safety Program teams, in addition to any other community investment programs or funds assigned to the Community Safety Division.
  • Support and manage a multicultural team that applies a racial and social justice analysis and delivers equitable outcomes through collective efforts.
  • Develop and administer the budget for the teams within the unit, monitor budget efficiencies, and performance, and track annual and multi-year revenue/expenses.
  • Develop and maintain reporting, monitoring, evaluation, and learning systems and structures for the unit, to demonstrate the collective effects of community investment efforts and adapt approaches as needed.
  • Work with the Program & Policy Unit and Community Safety Division leadership to implement the Division’s strategic goals.
  • Work with the Program & Policy Unit and Community Safety Division leadership to address complex community, division, and citywide issues and goals.
  • Maintain and cultivate contacts and relationships within multiple professional and community fields (city governance, program-specific areas, policy realms, community, and more).

COVID-19 Vaccine Requirement

Work Location 
Currently, many positions with the City of Portland are being performed remotely due to COVID. In the future, current positions classified as “full-time remote” will: 1) become a remote/onsite mix or 2) revert to full-time at a city work location.
To Qualify
TO QUALIFY:
Applicants must provide details in their supplemental question responses and resume that demonstrate how their education, training and/or experience, meets each of the following minimum qualifications:
 
  1. Experience developing and providing strategic direction to diverse teams focused on different technical areas to achieve collective impact.
  2. Experience in the design, supervision and implementation of programs and services that improve community safety through community investment (non-policing, non-carceral interventions).
  3. Experience leading a team and with employee supervision, including training and performance evaluation, and planning, organizing, and allocating work to staff.
  4. Experience collecting, analyzing and applying data and information from a variety of sources (e.g. lived experiences, social history and traditional research methods) to support strategy, policy, and practice agendas.
  5. Experience exercising judgment, discretion, tact, and diplomacy in dealing with highly sensitive, complex, confidential, and controversial issues and situations.
 Applicants must also possess:
