City Administrator - Fargo, ND

Located on the eastern border of North Dakota, Fargo is a vibrant community of 124,999 people and the largest city in the state. Fargo serves as the county seat for Cass County and is also part of the Fargo-Moorhead metropolitan area with a population of 248,594. Recent annexations have enlarged the city to an area of nearly 50 square miles. Since 2011, Fargo’s population has grown by 16.7 percent. By 2040, Fargo’s population is expected to exceed 170,000.

The City of Fargo operates under a Home Rule Charter, established in 1986, with a Mayor- Commission form of government. Policy making and legislative authority is vested in a five-member commission. The City Commission is responsible for policy and ordinance adoption, approving budgets, committees, and serving the needs of the community. The Mayor and City Commissioners are elected at large and serve four-year terms. Elections are held in June of even-numbered years.

The City Commission appoints a City Administrator responsible for overseeing the day-to-day operations of the city’s 21 departments and serving as a liaison to the City Commission. The City Administrator and Department Heads comprise the Mayor’s Cabinet. The city provides a full range of government services including public safety, construction and maintenance of infrastructure, public utilities including water, wastewater, solid waste and urban forestry, health and social services, public transportation, recreation and culture, and general support services. The city employs a workforce of 1,022 full-time equivalent (FTE) employees.

The City Administrator will provide leadership and direction to all city departments in the provision of city services by establishing goals and objectives within the policy directives set by the City Commission and by assisting department heads and other leaders in developing and implementing procedures to accomplish city-wide initiatives as well as developmental goals and objectives.

They will be outgoing, gregarious, and a proactive, not reactive, problem solver. They will be calm, with a customer-friendly mentality and high emotional intelligence. The City Administrator will be politically astute, professional, honest, and trustworthy. They will be experienced working in a growing community while understanding small community dynamics.

The job requires a Master’s degree in Public Administration, Business Administration, Engineering, Planning or a related field and twelve or more years of progressively responsible experience in public/municipality administration or an equivalent combination of education and experience. The 2022 salary range for this position is $165,942 to $215,717. The City of Fargo offers a robust benefits program including health, dental, and vision insurance and long-term disability insurance.
