ORAL HEALTH POLICY ANALYST (Health Services Policy Analyst – PN 20014159)

The Ohio Department of Health supports a hybrid teleworking model. This position may work a hybrid schedule at the discretion of the manager or supervisor, which will require occasional attendance in the office for training, meetings, and other operational needs. Employees must reside within a reasonable distance to their assigned headquarters for compliance with workplace reporting requirements.
 
This position is in the Bureau of Child and Family Health’s Oral Health Program. The program was built to support and prevent oral diseases. Help Ohioans of all ages get the dental care they need, and monitor the oral health of Ohioans through collecting, analyzing, and sharing oral health data. Strategies include supporting community water fluoridation, school-based sealant programs, and helping other health professionals, such as physicians and nurses, improve the oral health of their patients. The program works to ensure that oral health is seen as an essential part of health.

The Ohio Department of Health (ODH), Bureau of Child and Family Health (BCFH) is seeking a Health Services Policy Analyst to conduct analytical studies of oral health in Ohio. Including collecting and analyzing data on oral health status, the quality of oral health services and access to oral health care. The analyst will be required to find, extract, compile, integrate and critically interpret primary and secondary data from multiple sources. Must be able to write reports and present data visually in easy-to-understand ways to professional and lay audiences.
 
The ideal candidate will have experience with survey design and designing data collection tools, experience applying statistical analysis to datasets, and experience using statistical software such as SAS and SPSS to perform data analysis. The ability to work independently and in a team environment are essential. Experience/background in dental public health is plus but not required.
Must have strong written, verbal, and organizational skills. This position will require collaboration with both internal and external stakeholders. Sister agencies and national partners (e.g., CDC). A background in dental public health is helpful but not required.
Hours: Mon – Fri 7:45am-4:30pm (Flexible)

Primary Job Duties:
·Design and participate in conducting analytical studies of oral health status, quality of oral health services, and the use &/or access of oral health care services to inform oral health policy, program development and strategic planning.
· Design data collection methods and tools that assist in evaluating the Oral Health Access, School-based Oral Health Services and Oral Health Integration programs.
· Oversee all primary and secondary data collection and analyses and write reports that describe oral health status and access to dental care for subpopulations in Ohio (e.g., preschool, and elementary-aged children, adults, seniors, persons with special health care needs).

Additional Duties:
· Formulates & implements policy for oral health services program.
· Applies national oral health guidelines for data collection and reporting (e.g., the ASTDD Basic Screening Survey methodology).
· Provides general analytical support (e.g., trains internal/external partners in standardized data collection methodology).
· Contributes to the Oral Health Data and Reports section of the Oral Health Program website.
