Program Manager of Strategic Initiatives

The Executive Office of Health and Human Services (EOHHS) seeks qualified applicants for the position of Program Manager of Strategic Initiatives, MassHealth.  EOHHS is the largest Commonwealth secretariat, and its work touches the lives of all Massachusetts residents. The Program Manager of Strategic Initiatives will report jointly to the Deputy Director of Strategic Initiatives as well as the Senior Manager of Social Services Integration and be responsible for supporting operationalization of multiple strategic policy workstreams, such as:

  • Development and operationalization of: (1) health equity-focused contract management in collaboration with relevant teams; and (2) ACO contract and performance management in the Flexible Services Program. Flexible Services is an innovative program seeking to show that providing certain eligible ACO members with housing support services and goods and nutrition support services and goods improves health outcomes and decreases cost and health disparities. 
  • Development and alignment of health equity initiatives and the Flexible Services Program
  • Development of a health equity-focused public reporting strategy
The successful candidate is a seasoned professional with a solid background in project implementation, the ability to successfully navigate multiple workstreams, and cross-functional experience. The successful candidate also demonstrates maturity, tact, a collaborative mindset, excellent organizational skills, and a commitment to health equity. In collaboration with the Chief of Payment and Care Delivery Innovation, the Senior Director of Strategic Initiatives, the Deputy Director of Strategic Initiatives, and the Deputy Director of Social Services Integration, the Program Manager of Strategic Initiatives will communicate and build relationships with internal and external groups and individuals regarding the various workstreams they are managing or interact with. The Program Manager of Strategic Initiatives will receive and respond to requests from a variety of parties and will maintain consistent communication with internal partners, and state, and federal agencies providing information about program activities to interested members of the general public at meetings, conferences, and public forums. The Program Manager will oversee the contract and performance management of several Accountable Care Organizations (ACOs) in the Flexible Services Program and will also help to develop and implement an overall Flexible Services Program strategy for contract and performance management.       
           
Duties and Responsibilities (these duties are a general summary and not all-inclusive):
  • In consultation with the Chief of Payment and Care Delivery Innovation, the Senior Director of Strategic Initiatives, Deputy Director of Strategic Initiatives, and the Senior Manager of Social Services Integration support operationalization and management of MassHealth’s Section 1115 Waiver-related health equity and Flexible Services workstreams.
  • Support efforts to equip MassHealth staff to apply a health equity lens to their day-to-day work.
  • Support strengthening of MassHealth’s health equity reporting capabilities, both internally and externally.
  • Support development and operationalization of health equity-focused contract management in collaboration with relevant teams.
  • Manage any reporting responsibilities related to workstreams, including to CMS, the legislature, and the public.
  • Provide project management support as needed, which includes tracking project milestones, identifying risks and mitigation strategies, and tracking timelines and budget.
  • Contract manage vendors to deliver complex scopes of work in a timely fashion.
  • Support development and operationalization of the contract and performance management strategy for the Flexible Services Program.
  • Contract and performance management of individual ACOs within the Flexible Services Program.
  • Support policy development and operationalization of alignment between health equity and Flexible Services Program.
  • Perform other duties as required.

Preferred Qualifications:

  • Experience with developing health equity policy or implementing health equity-focused programs including, but not limited to, programs involving Health-Related Social Needs (e.g., housing, nutrition).
  • Lived experience of utilizing Medicaid or other state/federal services and supports
  • Lived experience of health inequities.
  • Experience with procuring and managing vendors and contractors, specifically health care providers like ACOs.
  • Demonstrated understanding of project management principles and practices coupled with the ability to coordinate numerous projects simultaneously to successful completion. 
  • Ability to read and understand complex scientific literature and the ability to interpret and use data in problem-solving and process improvement.
  • Effective communicator both in writing and oral presentation, including PowerPoint.
  • Competence in mediating conflict, coordinating competing interests and working under time constraints. 
  • Solid record of decision-making ability which includes properly assessing the impact of outside forces, setting priorities and reaching decisions under pressure.
  • Familiarity with the Massachusetts health care landscape.
  • Familiarity with key healthcare stakeholders including payers, providers, and consumer representatives.
  • A Bachelor’s Degree and at least five years of full-time or equivalent part-time professional, administrative, or managerial experience in health care policy and/or program implementation
  • A Graduate Degree with a major in public policy, public health, business administration, public administration, or a health-related field.

Qualifications

 
MINIMUM ENTRANCE REQUIREMENTS:
 
Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.
 
Substitutions:
 
I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
 
II. An Associate’s degree in a related field may be substituted for one (1) year of the required experience.
 
III. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.
 
IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
 
V. A Doctorate degree in a related field may be substituted for the required experience.
