A technical and service delivery-centered leader in your field, 
You will be responsible for IT operations strategic planning, investment planning, project and program management, IT Operations Service Delivery, and customer satisfaction.
Bring your knowledge and innovation to this role, 
Develop, review, monitor service delivery process, identify issues with services offered, create action plans and coordinate resolution, assign resources, and complete after-action planning for continual service delivery improvements and issue preventions.
Using an in-depth understanding of industry trends and available technologies,
Partner with peers, internal and external stakeholders to recommend and develop solutions that support the agency mission while providing leadership, direction, and oversight to implement and maintain a comprehensive agency-wide IT plan that aligns with WDFW’s business strategy.

Our IT Infrastructure & Operations Manager, 
Senior Manager Supervision and Mentoring: 
  • Oversees all aspects of human resource management for the IT division employees, including developing position descriptions, coaching, managing performance, complying with union contracts and state/agency policies.  
  • Responsible for cultivating a culture within the ITS Division that is focused on staff satisfaction, customer satisfaction, and financial health.
  • Responsible for recruitment of staff that are team players, share the agency values, are passionate about the agency mission, and technically skilled in the areas needed for IT Operations. 
  • Performs evaluations and performance expectation management.
Strategic Planning and Policy: 
  • Works closely with the CIO and IT Sr. Management to continually assess strategic direction of the ITS Division and DFW.
  • Participates in statewide committees on behalf of the CIO to influence statewide enterprise OCIO IT policies, WaTech services, Office of Financial Management (OFM), Legislation, and the Governor’s Office.
  • Helps lead IT governance improvement planning using industry standard frameworks.
Management of IT Service Planning & Architecture: 
  • Establish a management practice to create and maintain a coherent set of principles, methods, and models that are used in the design and implementation of the enterprise’s business processes, information systems, and infrastructure. 
  • Accountable for the quality of all of the services provided by the DFW IT Infrastructure team.
  • Responsible for directing service development planning, key performance monitoring, utilization monitoring, maintenance and operations, resourcing, and budget planning to provide quality services to DFW staff. 
  • Responsible for the security of IT Infrastructure services and DFW compliance with regulatory requirements. 
Management of IT Infrastructure Operations: 
  • Manages the IT Infrastructure teams for: Datacenter Operations, Network Infrastructure, System Administration, Database Services, and GIS services. 
  • Oversees and directs the development and documentation of the DFW Infrastructure Portfolio.
  • Responsible for setting strategic vision for the future direction of DFW infrastructure and operations.
  • Accountable for the IT Infrastructure and Operations project portfolio. 
  • Ensure high availability of critical business systems hosted by the Agency.
IT Infrastructure and Operations Financial Management: 
  • Work closely with the CIO and IT Sr. Management to develop budget strategies and proposals to achieve ITS Division strategies and objectives. 
  • Maintain a portfolio of IT Infrastructure hardware, software, certification lifecycles to appropriately plan and request maintenance funding. 
WORKING CONDITIONS:
  • Work Setting, including hazards:   
  1. Duties are performed in an office setting. 
  • Schedule:
  1. Typically, 8:30 a.m. to 5:30 p.m. - Monday through Friday. 
  2. However, a varied schedule may be required including working Saturday or Sunday and overtime during peak periods, system implementations, maintenance, and outages.
  • Travel Requirements:   
  1. Some travel may be required throughout the State to attend trainings, meetings, and conferences.
  • Customer Relations:    
  1. Customer service and customer interactions are integral to department success.
Qualifications
REQUIRED QUALIFICATIONS:
 Closely related qualifying experience may be substituted for the required education on a year-by-year basis.
  • Bachelor's Degree.
     AND
  • Five (5) years of recent management experience.
Competencies: 
  • Expert knowledge of current and emerging technologies, technology directions and strategic application to business needs.
  • Broad background in technology platforms and architectures encompassing servers, databases, websites, business applications, networking, and cloud services.
  • Extensive knowledge of IT portfolio management, architecture and design, software development methodologies, change and configuration management, release management.
  • Exceptional planning skills, including the ability to effectively deploy resources and manage multiple simultaneous projects of diverse scopes and technologies.
  • Excellent oral and written communication skills, including the ability to explain technology solutions in business terms, establish relationships and influence stakeholders.
  • Strong budget planning, financial management and resource management skills.
  • Experience using metrics and data to evaluate progress.
  • Strong leadership and executive management skills.
Special Requirements/Conditions of Employment: 
  • Must pass fingerprint and background check due to working with law enforcement and sensitive data.
PREFERRED QUALIFICATIONS:
  • IT Operations Management Experience.
  • Business Administration Certifications or trainings.
  • Cyber Security Training.
  • IT Certifications – Network, cloud, GIS, datacenter operations, database administration, etc. 
  • IT Service Management Knowledge of Information Technology Information Library (ITIL) concepts and standards for managing IT services, development, and operations.
  • Project Management Professional (PMP) certified.
  • LEAN Certification.
