Keeping Washington Clean and Evergreen
The Solid Waste Management (SWM) program is looking to fill a Product Stewardship Unit Supervisor (Environmental Planner 5) position. This position may be located in any of the following offices: Headquarters Office in Lacey, WA., Northwest Region Office (NWRO) in Shoreline, WA., Central Region Office (CRO) in Union Gap, WA., or our Eastern Region Office (ERO) in Spokane, WA. The location is dependent on where the finalist lives. Upon hire, you must live within a commutable distance from the duty station.
This newly created position will represent the Department of Ecology in planning and stakeholder engagement for new product stewardship and Extended Producer Responsibility (EPR) programs. This position will also get to supervise existing product stewardship staff that oversee the E-Cycle, PaintCare, and Mercury Lights programs. Please Note: If the position ends up being in the Northwest Region office in Shoreline, Washington, then there will be an additional 5% premium pay that this position will receive due to this position's location in King County.

Program Mission: The mission of the Solid Waste Management (SWM) program is to reduce wastes through prevention and reuse, keep toxics out of the environment, and safely manage what remains.
During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. This position is expected to work in the office a minimum of 4 hours per week or 8 hours every other week. It is a requirement that while employed by the State of Washington, employees’ primary residence must be within the State of Washington.

What is unique about this position?
Establishing product stewardship programs is the ultimate in stakeholder engagement. The private, public, and nonprofit sector all must work together for these programs to succeed. You will get to lead the action, and collaborate with a diverse world of stakeholders.
What you will do:
- Analyze and interpret, statutes, rules and recently enacted legislation, including overseeing bill development, analysis and fiscal notes during legislative session.
- Development of the solar program (photovoltaic modules), and extended producer responsibility and product stewardship bills for new products.
- Oversee the research used to develop emerging and refine existing extended producer responsibility and product stewardship programs.
- Create an on-going work plan and implementation plan, including staffing needs, budget and outcome measures for the Product Stewardship Unit. Update annually as required.
- Supervise extended producer responsibility and product stewardship staff. Provide direction to unit staff on assignments and management decisions.
- Review and support recommendations on state policies and for improvements or enhancements of Program Goals for extended producer responsibility and product stewardship programs in WA, including rule making, grant funding, organizational structure or legislative improvements.
- Participate on and serve as the Program’s overarching contact for Northwest Product Stewardship Council Steering Committee and subcommittees, the Western Product Stewardship Collaborative, the Product Stewardship Institute, and other pertinent groups.
Option 1: A Bachelor's degree with a major emphasis in land use, urban, regional, environmental planning, public policy, public administration with an environmental emphasis, environmental science, or closely allied field AND Seven (7) years of progressively responsible professional experience in strategic planning, land use, urban, regional, environmental, or natural resource planning, environmental regulation, program development and/or policy development.
Option 2: A Master's degree or above with a major emphasis in land use, urban, regional, environmental planning, public policy, public administration with an environmental emphasis, environmental science, or closely allied field AND Five (5) years of progressively responsible professional experience in strategic planning, land use, urban, regional, environmental, or natural resource planning, environmental regulation, program development and/or policy development.
Option 3: Two years of experience as an Environmental Planner 4, at the Department of Ecology.

- Experience coordinating or supervising a team.
- Knowledge of product stewardship and/or extended producer responsibility (EPR) general principles.
- Demonstrated experience implementing a product stewardship and/or EPR program.
