Chief Personnel Officer - Delaware County, PA

Delaware County (population of 565,328) is a dynamic, fast-growth community located southwest of Philadelphia in the Commonwealth of Pennsylvania. Delaware County is seeking a Chief Personnel Officer (CPO) to help drive a positive and inclusive organizational culture at the County by supporting and advising on human resources-related policies, programs, and initiatives that reflect organizational values to include diversity, equity, and inclusion. With the support of 23 full time positions and an operating budget of $1.2M, the CPO serves as a strategic business partner to all employees and works closely with other County departments to ensure the delivery of excellent customer service and guidance.
 
Delaware County offers a competitive total rewards package, which includes a base salary between $150,000 - $160,000 depending on qualifications and a comprehensive benefits package.
 
A Bachelor’s degree in Human Resource Management, Public Administration, Business Administration, or a closely related field and a minimum of ten (10) years of progressively responsible human resources responsibilities, including leading and negotiating collective bargaining agreements, grievances and arbitrations preferred. A Master’s degree and professional certification (SHRM Certified Professional or equivalent) and proficiency working with SAP and NeoGov is desired. The individual selected must reside within Delaware County limits or be willing to establish residency within six months of employment.
