PAY AND BENEFITS

Competitive compensation package:

Annual Pay Range: $109,355.56 - $147,630.59

Hourly Pay Range: $52.57 - $70.97

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

In addition to competitive wages, Clackamas County offers an attractive benefits package for employees in regular status positions.

Generous paid time off package, including:

• 16 hours of vacation accrued per month
• 8 hours of sick accrued per month
• 10 paid holidays and 1 personal day per year

JOB DETAILS AND QUALIFICATIONS

Clackamas County is currently seeking a dynamic Civil Engineering Supervisor to join the skilled leadership team with Clackamas Water Environment Services (WES). This position will oversee the management of a wide range of conveyance and wastewater treatment capital projects, from development through completion of construction. Additionally, this position will oversee project teams of engineering staff and consultants in project management, contract review, budgeting, and design and construction of wastewater treatment and conveyance projects. You will also have opportunities to attend industry conferences, present papers and contribute to a high-achieving team.

Required Minimum Qualifications/ Transferrable Skills:*

Possession of a Certificate of Registration as a Professional Engineer (P. E.) in the State of Oregon. (Note: Proof of registration will be required prior to the final offer of employment is extended to the selected candidate. Registration in another state where registration was acquired by examination will temporarily fulfill this requirement, provided Oregon registration is obtained within six (6) months of hire.)
• Bachelor of Science Degree in Civil Engineering, Environmental Engineering or an engineering field, related to wastewater pumping and treatment
• A minimum of 10 years of recent wastewater treatment and/or conveyance engineering experience
• Strong leadership skills and ability to motivate, engage, and develop staff
• Experience in project management, including experience leading projects related to water/wastewater discipline from project conception through construction
• Experience developing and managing projects and budgets of complex projects
• Strong verbal and written communication skills, including ability to explain and present complex, technical information to individuals with various level of technical knowledge and skill
• Driving may be necessary for County business. For position(s) with occasional/incidental driving, incumbents must possess a valid driver's license. Preferred Special Qualifications/ Transferrable Skills:*

• Master's Degree in environmental or civil engineering disciplines
• Consulting experience
• Direct supervisory experience of tehcnical, professional, and/or engineering staff, including assigning work, training staff, preparing and reviewing performance appraisals, correcting performance deficiencies and recommending corrective actions
• Experience evaluating, preparing, negotiating, and administering civil and environmental engineering contracts and/or governmental agreements
• Experience in the planning, design and construction of wastewater infrastructure

TYPICAL TASKS

Duties may include but are not limited to the following:

• Directs consultants and provides supervision for the planning, design and construction of capital improvement projects related to wastewater treatment and conveyance infrastructure. Provides recommendations to higher level management with regard to wastewater and conveyance projects.
• Plans, designs, prepares construction documents and manages construction for internally-developed capital improvement projects related to wastewater treatment and conveyance infrastructure.
• Manages engineering project teams, including staffing, supervision, performance management, training, and development. Prepares performance evaluations; recommends and administers progressive discipline; conducts and/or facilitates staff training and development programs; promotes cooperative team efforts among staff and with other county departments; motivates employees to provide quality service to ratepayers.
• Coordinates wastewater and surface water engineering functions and projects with other departments and agencies; presents to citizen advisory groups and responds to inquiries, complaints and concerns from project stakeholders.
• Oversees and directs short and long range planning studies on feasibility of proposed wastewater treatment and conveyance projects; defines scopes of projects; confers with design consultants, and other county departments.
• Leads and reviews consultant selection, reviews standard engineering agreements, contract documents and contractor selection; develops and monitors project time schedules and expenditures; administers changes and assesses change requests and manages claims arising from consulting agreements and construction contracts.
• Researches and provides financial strategies, including grants administration, to coordinate, prepare, and submit funding requests; prepares and administers project design and acquisition budgets; monitors and controls expenditures for compliance with budgets, grants and other funding sources.
• Maintains knowledge of best practices around the planning, design and construction of wastewater treatment and conveyance facilities

REQUIRED KNOWLEDGE AND SKILLS

Required Knowledge:

Knowledge of federal, state, regional, and local laws, rules, and regulations related to wastewater treatment and conveyance infrastructure construction, wastewater permitting; principles and practices of ethical and professional compliance with rules and regulations governing the practice of professional engineering; principles and practices of civil and environmental engineering; principles and techniques of contract, budget and grants administration; governmental funding, financing, laws, regulations, and codes related to infrastructure planning and construction department financial methods and budgetary processes; principles of personnel administration and supervision.

Skills/Abilities:

Knowledge of federal, state, regional, and local laws, rules, and regulations related to wastewater treatment and conveyance infrastructure construction, wastewater permitting; principles and practices of ethical and professional compliance with rules and regulations governing the practice of professional engineering; principles and practices of civil and environmental engineering; principles and techniques of contract, budget and grants administration; governmental funding, financing, laws, regulations, and codes related to infrastructure planning and construction department financial methods and budgetary processes; principles of personnel administration and supervision.

WORK SCHEDULE

This position works 40 hours during a standard workweek of Monday through Friday:

• Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Clackamas Water Environment Services produces clean water and protects water quality for more than 190,000 people living and working in Clackamas County. We operate and maintain five resource recovery facilities, 23 pumping stations and hundreds of miles of pipes.

Each year, we clean more than seven billion gallons of water which we recover and turn into natural energy and fertilizer. We also help reduce pollution in local rivers, streams, and wetlands caused by surface and stormwater runoff, the number one source of water pollution in Oregon.
