WMS BAND 3 

Fish Program - Statewide Salmon Unit 
Olympia, Washington - Thurston County

Launch strategic direction for salmon and steelhead freshwater fishery monitoring and management while contributing to WDFW’s goal of providing sound science for management and policy decisions! 
Lead the implementation and coordination of freshwater fishery monitoring, data collection, and analysis to achieve sound management of salmon and steelhead resources statewide. 
In this dynamic role, 
You will recommend the actions impacting the health and conservation of salmon, steelhead, and other anadromous populations while providing for fishing opportunities in Western Washington.
With your experience,  
You will constantly exercise your strategic planning and critical decision making with outcomes affecting information used to manage natural and hatchery populations of five species salmon, as well as summer and winter run steelhead hatchery and natural populations.
You are eager to fill a critically important role at the science-policy interface,
You will become a vital link in both supporting regional fishery implementation and monitoring programs and working collaboratively with agency scientists to develop policy recommendations for freshwater fisheries.
You thrive on building collaboration and teamwork,
You will have extensive external communication and coordination with the public, Tribal Governments and Representatives, other state entities (Oregon and California departments of Fish and Wildlife) and Federal entities (NOAA/USFWS).

Duties
Some of what you will do as our Freshwater Fisheries Policy Coordinator, 
Provide strategic direction for evaluations of freshwater salmon, steelhead, and gamefish fisheries implemented statewide. 
  • Lead and coordinate technical evaluations of freshwater salmon, steelhead, and gamefish fisheries implemented statewide. 

Serve as a key WDFW representative in tribal co-management forums working at the science-policy interface.
  • Develop and implement strategic approaches for sampling designs, data analysis, and reporting of monitoring results for new and existing freshwater fisheries in Washington State, as a lead representative working at the science-policy interface.

Communicate results of pre-season modeling and post-season evaluations of salmon and steelhead stocks and fisheries through written reports and oral presentations.  
  • Write and oversee completion of post-season reports and other publications containing the analysis, evaluation, and interpretation of results from intensive selective fishery monitoring studies conducted throughout Puget Sound and the Washington coast. 

Represent WDFW on international and inter-agency committees.
  • Represent WDFW on the Selective Fishery Evaluation Committee (SFEC) of the Pacific Salmon Commission (PSC), working in collaboration with other policy and technical representatives from federal, tribal, Canadian, and multiple west coast state agencies. 

Provide information on the status of salmon and steelhead resources to planning and policy teams focused on salmon and steelhead recovery.
  • Provide information on the status and fishery exploitation levels or patterns of Washington's statewide salmon and steelhead populations, for use by Fish Program managers, the Director, or for policy representatives of WDFW or the Governor's office in state, national and international policy forums for natural resource management.

WORKING CONDITIONS:
  • Work Setting, including hazards:  
  1. Work is typically conducted in an office or meeting group setting.
  • Schedule:  
  1. Generally, 40 hours per week – Monday - Friday from 8:00 a.m. – 5:00 p.m. 
  2. Seasonal evening and weekend work may be needed.
  • Travel Requirements:  
  1. Travel is expected as part of the positions responsibility to participate in the Agency’s North of Falcon salmon season setting process. 
  2. Travel also occurs during other fishery management meetings, conferences, and/or workshops are also expected periodically.

REQUIRED QUALIFICATIONS:
Closely related qualifying experience may be substituted for the required education on a year-by-year basis.
  • A Bachelor’s degree with major study in a natural science (Fish Science, Fish Management, Biology, etc.). 
     AND 
  • A minimum of five (5) years of progressively higher responsible management experience around natural resources. 

Competencies: 
  • Well-developed communication skills (written and verbal) are required. 
  • An in-depth understanding of fish conservation and fisheries management principles, life histories and population dynamics of fish species especially anadromous salmonids, Endangered Species Act law, negotiation strategies, Tribal law, and administration skills. 

Certifications/Licenses: 
  • A valid driver’s license. 

PREFERRED QUALIFICATIONS:
  • A secondary degree (Masters or PhD.) focused on natural resource science or management. 

Working knowledge: 
  • Strategic planning, comprehensive management systems, total quality management, risk assessment, conflict resolution, negations, and citizen participation strategies.
  • Research and evaluation design, fishery resource management principles, personnel rules and regulations, budget development and management, cultural diversity, and staff motivation/supervision/mentoring.
