PAY AND BENEFITS

Hourly Pay Range: $26.385626 - $33.247415

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

Clackamas County's Behavioral Health Division (CCBHD) is seeking an energetic and adaptable case manage to join our Aid and Assist Team. This is an interdisciplinary team of Qualified Mental Health Professionals (QMHPs), a Qualified Mental Health Associate (QMHA) and a Forensic Peer Support Specialist who work together to provide consultation, coordination and restoration services for individuals in the competency restoration process. Referrals are made by the Court through the Aid and Assist docket.

The Aid and Assist Team will be focusing on Community Restoration, including providing case management services, Community Consultations for individuals in jail custody or in the community, coordinating housing, and Legal Skills training.

The individual in this Case Manager position will provide Competency Restoration Services for individuals found unable to aid and assist in their criminal defense per the requirements of ORS 161.365 and 161.370 and OAR 309-088-0105 through 309-088-0146, as well as MHS Service Code 04 (Aid and Assist Client Services). This services will include assistance with access to resources such as housing, benefits and mental health treatment, coordination with Oregon State Hospital Forensic Evaluation Services, and some legal skills training. Additionally, this position with collaborate and coordinate with community and State partners including Clackamas County Jail, treatment and residential providers, and the Oregon State Hospital as required by OARs and contract.

Required Minimum Qualifications/ Transferrable Skills:*

• A minimum of three (3) years of relevant experience that would provide the required knowledge and skills to be successful in the position
• Qualified Mental Health Associate (QMHA) or (QMHA- R) as established by the Mental Health and Addiction Counseling Board of Oregon (MHACBO) at the time of hire

A Qualified Mental Health Associate (QMHA) means a person delivering services under the direct supervision of a Qualified Mental Health Profession (QMHP) and meeting the following minimum qualifications as authorized by the Local Mental Health Authority (LMHA) or designee:

(a) Bachelor's degree in a behavioral sciences field; or

(b) A combination of at least three years relevant work, education, training or experience.

Additionally, QMHAs must demonstrate the ability to communicate effectively, understand mental health assessment, treatment and service terminology and apply each of these concepts, implement skills development strategies, and identify, implement and coordinate the services and supports identified in an ISSP.

• At least 1 year experience providing case management support to individuals who are in mental health crisis
• Experience, knowledge and commitment to serving a diverse population and promoting equity, diversity and inclusion
• Experience working collaboratively with community partners, collateral service providers, law enforcement agencies and co-workers
• Experience in assessing client needs and supporting treatment plans

• Bilingual English/Spanish
• Knowledge of mental health, substance abuse, legal, medical, social, and housing resources in the community
• Previous experience working with adults involved in the justice system
• Previous experience working with a treatment court program

TYPICAL TASKS

• Conduct initial and ongoing needs assessment of individuals referred for community restoration to determine appropriate placement and services
• Provide restoration services as outlined in the OARs and MHS 04, including providing incidental supports such as food, clothing and transportation as well as linkages to benefits and community resources such as SNAP, housing/shelter, Medicaid enrollment, mental health treatment and cash assistance
• Coordinate with attorneys, jail, corrections, courts, providers and other collateral supports as needed and as required by ORS 161.365 and 161.370, OAR 309-088-0105 through 309-088-0146 and MHS 04, including assistance with coordination of Forensic Evaluations
• Provide legal skills training for individuals in community Restoration, including training on court room procedures, roles, language and potential outcomes of the court process

REQUIRED KNOWLEDGE AND SKILLS

Knowledge of: Mental health, legal, medical and social resources in the community; Oregon Revised Statutes and OARs pertaining to indivudals found Unable to Aid and Assist in their defense, including ORS 161.365 and 161.370 and Division 88 of the OARs; criminal court proceedings including roles of court parties, motions and appeals, and plea options; agency services and criteria for eligibility

Skill and ability to: Work effectively with Court, Oregon State Hospital, and Corrections partners to coordinate care and placement for persons with mental health issues

WORK SCHEDULE

This position works 40 hours during a standard workweek of Monday through Friday. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is designated as on-site/in-person. It is expected that the selected candidate will perform duties at the specified on-site work location.
