The Massachusetts Department of Public Health (DPH) Bureau of Infectious Disease and Laboratory Sciences (BIDLS) seeks an enthusiastic and self-motivated professional committed to public health to serve in the role of Community Engagement and Population Health Coordinator. The selected candidate will serve as a key position within the Office of HIV/AIDS (OHA), Behavioral Health and Infectious Disease Prevention Unit. The focus of this position is to coordinate six population health advisory groups (Behavioral Health/Substance Use Disorder, Black, Latinx, Gay Men, Transgender Health, and Statewide HIV+ Consumer Advisory) and two HIV planning committees Massachusetts Integrated Prevention and Care Committee [MIPCC] and Ending the HIV Epidemic Suffolk County [EHE] Steering Committee). 

The Coordinator facilitates the collection and integration of advisory group feedback, guidance, and recommendations to improve the responsiveness of HIV, STI, and viral hepatitis prevention and care services in the Commonwealth. The incumbent will have demonstrated community engagement experience, with a commitment to equality and health equity, and experience working with populations disproportionately impacted by HIV, STDs, and viral hepatitis, including those who are Black, Indigenous People of Color (BIPOC), Latinx, gay men and other men who have sex with men (MSM), transgender individuals, women, person living with addiction, and individuals with experiences of inadequate housing or homeless, and those who have experienced incarceration. DPH recognizes the intersectional nature of these identities and lived experiences. 

Duties and Responsibilities (these duties are a general summary and not all inclusive):
  • Support OHAs ability to build and sustain membership of diverse stakeholders in OHAs community engagement activities, HIV planning, and population health advisory system.
  • Identify and implement priorities to advance OHAs HIV prevention, care, and treatment services.
  • Understand and apply data in all activities, including its role in informing priorities.
  • Collaborates both independently and in collaboration with internal and external partners to plan, facilitate, document, and evaluate advisory group and planning processes; and is responsible to accomplish community engagement and integrated planning deliverables required by DPH and our federal funders.
  • Partners closely with staff across OHA, including the Coordinator of Contract Management, Service Quality Coordinator, and Federal Grants Specialist to ensure prevention and care plans comply with grant requirements, and that advisory group recommendations are integrated into new program development, capacity building activities, and direct service policies and procedures.
  • Strengthen and expand existing and new partnership that advance the work in OHA.
  • Ensure advisory group members are regularly informed about the status of recommendations, facilitate and document advisory activities, update the Massachusetts Integrated HIV Prevention and Care Plan and EHE Suffolk County Plan, and possess the interpersonal and communication skills necessary to effectively work with stakeholders and advisory group members.
Required Qualifications:
  • Ability to coordinate the efforts of others in accomplishing assigned work objectives.
  • Capacity to listen to advisory group members and allied stakeholders to inform, develop/update plans, and accurately document advisory group deliberations.
  • Talent for gathering, organizing, cataloguing, and storing required advisory group information according to protocol, periodically examine records and documents to prepare reports, and by questioning individuals.
  • Skilled in the ability to effectively organize, bring together, and facilitate in-person and virtual meetings, including preparation of agendas, presentations, charts, graphs, and tables.
  • Able to adjust to varying or changing situations to meet emergency or changing program requirements
  • Experience in supervision, with an ability to supervise staff and interns, including planning and assigning work accordingly to the nature of the job to be accomplished, the capabilities of subordinates and available resources; motivating subordinates to work effectively; and determining the need for/initiating disciplinary action.
  • Capacity to accept supervision and implement activities according to established frameworks for assigned tasks and projects.
Preferred Qualifications:
  • Knowledge of basic HIV/AIDS STD, viral hepatitis, and Tuberculosis/LTBI issues and the service needs of people living with HIV/AIDS and viral hepatitis.
  • Experience implementing community engagement best practices and building and sustaining relationships with consumers, clinical and community-based providers, and allied stakeholders.
  • Experience, knowledge, and ability to apply an equality and racial equity approach to addressing HIV, STD, and viral hepatitis health disparities. 
  • Practice with presentation design and development, report writing, and selecting proper format for assembling information.
  • Proficiency communicating perspectives, concerns, and objectives to both internal and external stakeholders, including written contributions in federal reports.
  • Ability to work collaboratively with diverse colleagues across race, age, gender, sexual orientation, gender identity, disability, and other dimensions of diversity.
  • Proactive, consultative, and able to work in a team setting.
  • Comfort with being in a high-profile role with political context and ability to take ownership of tasks and actions with sound judgement.

About the Bureau of Infectious Disease and Laboratory Sciences (BIDLS):
The DPH Bureau of Infectious Disease and Laboratory Sciences (BIDLS), predominantly located in Jamaica Plain, provides public health response to infectious disease. These services include programmatic and epidemiologic response, as well as laboratory testing through the State Public Health Laboratory (SPHL).
Infectious disease response services address concerns of the general public as well as those disproportionately affected by infectious disease through a variety of risk factors. BIDLS administers ongoing disease reporting for over 90 reportable diseases in the state. Disease reporting review and follow-up with clinical providers and local boards of health is a central function of the bureau. Surveillance activity is complemented by an extensive contracted service system. These services are funded through state and federal resources and include prevention education, community outreach screening for infectious disease, immunization services, health service navigation, medical case management, insurance enrollment, housing assistance, and referral and linkage to infectious disease treatment. 
The SPHL provides scientific expertise and capacity to identify infectious agents, chemical agents, and other toxins that cause human disease. The SPHL is an active partner in joint activities with other bureaus/agencies such as environmental health, food and drug, agriculture, disease prevention and health promotion programs, and public safety. The SPHL is a reference laboratory of the national Laboratory Response Network (LRN) and is a U.S. Centers for Disease Control and Prevention (CDC) Select Agent laboratory. SPHL staff work closely with laboratory and disease prevention programs at the CDC, and partners with the U.S. Department of Homeland Security (DHS).

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.
 
 
Substitutions:
 
I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*
 
 
II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.*
 
 
III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*
 
 
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
