Competitive compensation package:

Annual Pay Range: $74,016.44 - $99,922.60

Hourly Pay Range: $35.584827 - $48.039711

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

Clackamas County's Social Services Division is seeking a dynamic and compassionate person to join the Developmental Disabilities team, as a Supervisor for the Licensing Compliance Team.

The Human Services Supervisor is responsible for the coordination and supervision of the Licensing Compliance Unit staff and resources for community service to individuals with a developmental or intellectual disability.

We are looking for an individual with experience in Social Services, as well as specific experience with individuals with developmental or intellectual disabilities. Ideally, candidates will have strong experience in Developmental Disability Services, experience conducting licensing and certification activities, knowledge of related State Statutes, specifically those related to I/DD Foster Care and Residential Services. The candidate in this position must meet the requirements outlined in the Oregon Administrative Rule (OAR) as it pertains to Community Developmental Disability Program Supervisors.

Required Minimum Qualifications/ Transferrable Skills:*

A minimum of six (6) years of experience working with a human service program/project or other relevant experience that would likely provide the required knowledge and skills to perform the duties of this position; at least one (1) year must include experience in a lead or supervisory role

Must meet the Oregon Administrative Rule (OAR) for a Community Developmental Disability Program (CDDP) Supervisor **

A) A bachelor's degree or equivalent course work in a field related to management such as business or public administration, or a field related to developmental disabilities services may be substituted for up to three years required experience; OR

B) Five years of experience in staff supervision or five years of experience in technical or professional level staff work related to developmental disabilities services

• At least 3 years of experience in Developmental Disability Services
• Experience in conducting licensing or certification activities
• Experience in planning, managing and coordinating a human services program
• Extensive knowledge of federal, state and local rules and regulations, specifically OARs related to the delivery of Developmental Disability services in Oregon
• Extensive knowledge of community resources
• Knowledge of benefits available to individuals with a developmental disability in the state of Oregon
• Strong communication skills, both written and oral to make recommendations, provide advice, and prepare analysis and reports
• Ability to establish and maintain successful partnerships with outside entities, including Law Enforcement, and the public, as well as other County employees

Preferred Special Qualifications/ Transferrable Skills:*

• Bachelor's or higher degree in a field related to business management or public administration OR a field related to developmental disabilities services
• Extensive knowledge of Medicaid programs
• Case management experience working with individuals with developmental disabilities
• Previous work as a Licensor or Certifier or I/DD Residential/Foster Care Provider

** 411 -320-0030 - Organization and Program Management The rules in OAR chapter 411, division 320 prescribe general administrative standards for the operation of a community developmental disabilities program (CDDP).

(1) ORGANIZATION AND INTERNAL MANAGEMENT. Each service provider of community developmental disabilities services funded by the Department must have written standards governing the operation and management of the CDDP.

(5) QUALIFIED STAFF. Each CDDP must provide a qualified CDDP manager, services coordinator, eligibility specialist, assessor, and abuse investigator specialist for adults with intellectual or developmental disabilities, or have an agreement with another case management entity to provide a qualified eligibility specialist, assessor, or abuse investigator specialist for adults with intellectual or developmental disabilities.

(b) CDDP SUPERVISOR. The CDDP supervisor (when designated) must have knowledge of the public service system for developmental disabilities services in Oregon and at least:

(A) A bachelor's degree or equivalent course work in a field related to management such as business or public administration, or a field related to developmental disabilities services may be substituted for up to three years required experience; or

(B) Five years of experience in staff supervision or five years of experience in technical or professional level staff work related to developmental disabilities services.

TYPICAL TASKS

Duties may include but are not limited to the following:

• Hires and supervises professional and technical staff working in the Developmental Disability (DD) program, which includes: prioritizing and assigning work; conducting performance evaluations; conducting and/or facilitating staff training and development programs; ensuring that employees follow policies, maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.
• Supervises the day-to-day activities of Licensing Compliance staff, which includes planning, coordinating, administering, and evaluating programs, projects, processes, procedures, systems, and standards; ensures effective delivery of services, compliance with Federal, State, and local laws, regulations, codes, and/or standards.
• Plans and coordinates the activities of the DD program with other human service programs within assigned department and other community and government agencies; serves as liaison with employees and external organizations; represents the County and/or section at a variety of meetings, public events, training sessions, on committees, and/or other related events.
• Reviews and approves licensing, certification, training and testing processes, including Foster Care testing, Foster Care orientations, as well as on site reviews and unannounced site visit, and technical assistance activities and reports; gathers and compiles data and prepares reports.
• Conduct Licensing and/or Compliance activities as a member of the Licensing Compliance Team.
• Responds to and resolves concerns, complaints, and/or other related issues received from internal staff, the general public, outside agencies, and/or other interested parties.
• Conducts public relations and outreach activities; including training for case managers, community partners and community members related to I/DD, Foster Care and Residential OARs and Licensing Roles and Processes: Participate in work-groups at the County and State Level, Representing interests of Clackamas County residents and programs.
• Provides direction to staff on complex technical or procedural issues; makes or reviews decisions on difficult case problems; maintains or reviews entries and reports in ASPEN.
• Prepares, reviews, interprets, and analyzes a variety of information, data, and reports; makes recommendations based on findings; maintains applicable databases, files, and/or records.
• Participate in quarterly Incident Management meeting, run reports for Incident Management Team meeting; implement follow-up from recommendations of Incident Management Team.

REQUIRED KNOWLEDGE AND SKILLS

Working Knowledge of: Principles, methods, trends, practices, and techniques in delivering licensing and compliance services, principles and practices of public administration including organization design, budget/grant administration and supervision; needs of individuals with limited economic and social resources; supervisory principles and techniques; community resources; case management methods and techniques; office equipment, including personal computers and software program; applicable federal, state, and local laws, rules, ordinances, statutes, and regulations. Specific knowledge of OARs related to the delivery of developmental disability services in Oregon.

Skill in: Planning, managing, and coordinating a human services program; establishing and maintaining cooperative working relationships with the community, private and government agencies, County employees, and the public; effectively developing and utilizing available staff, program and community resources; interpreting policies and developing corresponding procedures; incorporating team participation in decision making; preparing and delivering oral presentations before public groups.
