PAY AND BENEFITS

Clackamas County is committed to offering a high-quality benefits package to support employees and their families.

Annual Pay Range: $51,451.97 - $64,832.46

Hourly Pay Range: $26.385626 - $33.247415

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

Clackamas County's Social Services Division is looking for a highly organized individual who values service equity and has a passion for providing excellent customer service, to join the Developmental Disability Services Program as an Eligibility Specialist (classified as a Case Manager).

Eligibility Specialists in the Developmental Disabilities Program provide individualized support through all intake and eligibility determination processes. They strive to provide services that are self-directed, inclusive, and culturally and linguistically responsive. Eligibility specialists screen referrals, provide consultation to community partners, connect individuals to resources, obtain and interpret documentation, facilitate referrals for testing, participate in community outreach events, and support individuals and/or their legal representatives to make informed decisions about services.

Required Minimum Qualifications/ Transferrable Skills:*

• Must meet the minimum standards for an Eligibility Specialist under Community Developmental Disability Programs as defined in the Oregon Administrative Rule (OAR) 411-320-0030:

a) A bachelor's degree in behavioral science, social science, or a closely related field; OR

b) A bachelor's degree in any field and one year of human services related experience, such as work providing assistance to people and groups with issues, such as economical disadvantages, employment, abuse and neglect, substance abuse, aging, disabilities, prevention, health, cultural competencies, or housing; OR

c) An associate's degree in a behavioral science, social science, or a closely related field and two years of human services related experience, such as work providing assistance to people and groups with issues, such as economical disadvantages, employment, abuse and neglect, substance abuse, aging, disabilities, prevention, health, cultural competencies, or housing; OR

d) Three (3) years of human services related experience, such as work providing assistance to people and groups with issues, such as economical disadvantages, employment, abuse and neglect, substance abuse, aging, disabilities, prevention, health, cultural competencies, or housing.

• Experience working with individuals with Intellectual and/or Developmental Disabilities
• Experience in collaborating with community partner agencies, organizations or law enforcement
• Thorough knowledge of the service delivery system for developmental disabilities services in Oregon

Preferred Qualifications/ Transferrable Skills:*

• Bilingual Skills (Spanish/Russian preferred)
• Experience completing intake, eligibility determination, and eligibility redetermination for human services and/or social services programs
• Knowledge of Developmental Disability diagnoses, psychological testing instruments, and evaluation processes
• Experience providing case management services such as developing individual service plans, safety plans, and client assessments for individuals with intellectual or developmental disabilities?

TYPICAL TASKS

Duties may include bur are not limited to the following:

• Pre-Eligibility Screening and Consultation: Follow-up on referrals and inquiries for services by supporting individuals, family members and community partners to increase awareness of available service and eligibility requirements, and assess interest and need for I/DD case management services. Support includes reviewing and interpreting clinical documentation and educating others about eligibility criteria and its complex clinical terminology related to eligibility determinations.
• Intake: Conduct trauma informed intake interviews to gather developmental history and assess needs. Provide one-on-one application support that is culturally and linguistically responsive. Prepare intake paperwork and review received paperwork for accuracy. Coordinate and facilitate intake and eligibility processes in accordance with Oregon Administrative Rules (OARs).
• Resource Referral and Coordination: Provide basic case management services to individuals during the intake process while awaiting eligibility determination. Connect potential clients to community partner agencies for resources such as medical benefits, social security benefits, Early Intervention services, housing resources, mental health services, etc. Respond to crisis situations involving applicants during the intake process by assisting with resources and facilitating access to available crisis intervention services. Carry out mandatory reporting responsibilities as needed.
• Records Requests and Documentation Review: Assist with obtaining documentation required to make an eligibility determination as outlined in OAR. Review, understand and interpret documentation, assessments and evaluations from Licensed Clinical and School Psychologists, Qualified Mental Health Professionals and medical providers as designated by OAR and the Diagnostic and Statistical Manual for Mental Disorders. Complete eligibility reviews for incoming county transfers.
• Administrative Exams and Informal Adaptive Assessments: Secure necessary evaluations to make eligibility determinations. This process includes educating qualified professionals on OARs and how their work intersects. Includes educating individuals or their legal representatives about the need for additional testing, coordinating appointments, authorizing the evaluation, ensuring coding for payment, and clinical case consultation with Qualified Professionals. Complete informal adaptive assessments, or provide direction to service coordinators needing to complete these, for re-determiantion.
• Eligibility Determinations, Documentation, and Reports: Responsible for oversight of an individual's eligibility determination or redetermination in adherence with OAR eligibility criteria and determination timelines. Assist applicants and ODDS with the administrative hearing process, and represent eligibility determination decisions at the hearing level. Maintain documentation related to eligibility determinations. Document all activities from intake through determination in progress notes. Track eligibility data and submit reports upon request.
• Core Competency and Related Trainings: Participate in basic training sequence as outlined in OAR. Successfully complete initial core competency training within the first year, then demonstrate competency annually thereafter through core competency reviews. Continue to enhance knowledge and maintain a basic understanding of the skills, knowledge and responsibilities necessary to perform in this position. Participate in monthly call-ins and annual department sponsored eligibility trainings, and ensure a minimum of 20 training hours per year. Participate in statewide work groups and committees.
• Community Outreach, Support, and Education: Conduct community outreach and participate in activities to increase awareness and understanding of eligibility criteria, services and processes. Provide peer support to other Eligibility Specialists. Provide critical case review and consultation to CDDP/Brokerage case managers and other community partners including Child Welfare, Juvenile, Behavioral Health, schools, pediatric specialists, medical/psychiatric facilities, law enforcement, Department of Corrections, etc. Educate and train community partners on intake/eligibility criteria and services.

REQUIRED KNOWLEDGE AND SKILLS

ABILITY TO: Communicate with individuals of all ages and abilities, and provide information in their primary or preferred language; educate qualified professionals on eligibility rule requirements and help them understand how their work, diagnoses and assessments intersect with these OARs; participate in activities to recruit new psychologists as needed; make appropriate eligibility-related decisions, justify the need for additional testing through the Administrative Exam process, explain and justify each eligibility decision, and represent independent decisions at the administrative hearing level; work independently and as part of a team; use strong coordination and collaboration skills, and use independent judgment, resourcefulness and initiative necessary to accomplish work in a timely manner; establish and maintain cooperative working relationships with individuals, providers, advocates, co-workers, community partners, and other social services professionals; operate various types of office equipment with a high degree of independence and efficiency, including computer systems and software
programs, word processing, spreadsheets and their functions/capabilities; set up and maintain accurate service records, and ensure timely documentation of all intake/eligibility activities; review, understand and interpret documentation, assessments and evaluations from Licensed Clinical and School Psychologists, Qualified Mental Health Professionals, medical providers and other qualified professionals.

KNOWLEDGE OF: Oregon Administrative Rules that govern the intake process, I/DD eligibility criteria, determination timelines, and services to individuals who experience Intellectual/Developmental Disabilities; community resources and community partner agencies and how individuals access medical benefits, social
security benefits, Early Intervention services, educational supports, housing resources, mental health services, etc.; Developmental Disability diagnoses, the DSM (Diagnostic and Statistical Manual for Mental Disorders), psychological testing instruments., and evaluation processes.

WORK SCHEDULE

This position is included in the County's alternate workweek program, working 37.5 hours during a standard workweek of Monday through Thursday (Fridays off):

• Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
