Administrative Support Assistant


Summary

These positions are located in BLM Oregon/Washington State Offices; NW Oregon/Prineville District Offices; and the Klamath Falls/Tillamook Field Offices. The primary purpose of this position is to conduct administrative support functions to resolve recurring technical/clerical administrative problems that ensure the timeliness and efficiency of administrative operations.

Klamath Falls, OR: GS-05: $36,118 - $46,953 per year; GS-06: $40,262 - $52,341 per year; GS-07: $44,740 - $58,158 per year.
Portland, OR: GS-05: $38,649 - $ 50,242 per year; GS-06: $ 43,083 - $ 56,008 per year; GS-07: $ 47,875 - $62,232 per year.
Prineville, OR: GS-05: $36,118 - $46,953 per year; GS-06: $40,262 - $52,341 per year; GS-07: $44,740 - $58,158 per year.
Roseburg, OR: GS-05: $36,118 - $46,953 per year; GS-06: $40,262 - $52,341 per year; GS-07: $44,740 - $58,158 per year.

MAJOR DUTIES:

Major duties for the GS-05 and GS-06 level will be the same as those listed below with closer supervision.

At the full performance level (GS-07), Major duties include, but are not limited to:
  • Assisting with developing/formulating budgets for multiple accounts with various sub-activities and/or funding sources.
  • Monitoring/tracking obligations and expenditures; and recommending budget adjustments to deal with changing situations such as varying costs for supplies or services, and/or changes in the availability of funds.
  • Purchasing supplies and equipment; maintaining receipts, verifying transactions; and reconciling charge card statements.
  • Preparing travel documents (authorizations and vouchers) in an automated travel system; assisting travelers with travel arrangements, resolving travel issues, and reviewing travel records for accuracy.
  • Entering and/or validating time and attendance records in the automated payroll system; resolving timekeeping issues and reviewing time/attendance records to ensure they are coded appropriately.
  • Preparing, editing, and finalizing correspondence for office supervisors and managers.
  • Tracking and maintaining records (manual and/or electronic) on issued correspondence.
  • Assisting with the completion of record reviews, inventories, and dispositions in accordance with schedules; and resolving issues related to missing materials and filing errors.
  • Processing daily incoming and out-going mail, including material transmitted electronically.
  • Maintaining a central filing system e.g., official records, directives, manuals, technical references, etc.; and providing assistance in researching/locating reference information or other files.
  • Providing information concerning office operations to the public through telephone, email, and in person; to include responding to inquiries directly or referring individual to the appropriate staff member.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:

Specialized Experience, GS-5: Have one (1) full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained either in the private or public sectors) performing at least 2 of the following: (1) Processing recurring or standardized transactions in an automated system; (2) Maintaining documents and files; and (3) Providing assistance on procedural matters.
OR
Education, GS-5: Have successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. Note: This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. You must submit transcripts.
OR
Combination of Education/Experience, GS-5: Have successfully completed education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement AND have experience as defined in the Specialized Experience statement above. Note: One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Add the percentages of your creditable education/experience together. The total must equal at least 100 percent to qualify. You must submit transcripts.

Specialized Experience, GS-6: Have one (1) full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing at least 3 of the following: (1) Procuring and distributing supplies, services, and equipment; (2) Utilizing computer programs to input, maintain and retrieve information from automated applications/data systems including travel authorizations and vouchers, and/or time/attendance records; (3) Maintaining filing systems to provide assistance in researching and locating files; and (4) Consolidating information into summaries and/or reports, charts, graphs, or other documents.

Specialized Experience, GS-7: Have one (1) full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained either in the private or public sectors) performing at least 4 of the following: (1) Assisting with budget development for multiple accounts with various sub-activities and/or funding sources; (2) Monitoring and tracking obligations and expenditures throughout a budget execution phase; (3) Procuring and distributing supplies, services, and equipment; (4) Utilizing computer programs to input, maintain and retrieve information from automated applications/data systems including travel authorizations and vouchers, and/or time/attendance records; and (5) Reviewing data to consolidate information into summaries and/or reports, charts, graphs, or other documents.

You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

There is no substitution of education for experience at the GS-6 and/or GS-7 grade level(s) of this announcement.
