Stormwater Specialist - Job ID 60983

Job Summary
The incumbent in this role will help implement the MPCA regulatory program for large and small Municipal Separate Storm SewerSystems (MS4s). The incumbent will be responsible for:
  • Issuing general or individual permit coverage to MS4s subject to NPDES stormwater regulation,
  • Performing compliance evaluations (i.e., audits/inspections) of MS4 Stormwater Pollution Prevention Programs (SWPPPs),
  • Initiation and follow-through with enforcement actions as necessary to address non-compliance,
  • Reviewing Annual Reports submitted by MS4 permittees,
  • Providing technical assistance, education, and outreach to the MS4 regulated community,
  • Working closely with other agency MS4 program staff, including Total Maximum Daily Load (TMDL) staff in the section,
  • Assisting with permit development for general and individual MS4 permits

Minimum Qualifications
  • Bachelor’s degree in an environmental protection, water resource management, geoscience, or related science area OR two years of professional level environmental protection experience
  • Effective communication, writing, computer, problem-solving, and interpersonal skills
  • Ability to follow standard operating procedures, manage and prioritize multiple assignments, and work independently by applying knowledge gained by training

Preferred Qualifications
  • Knowledge of water resources and the relationships between hydrology, engineering, land use, and water quality management
  • Knowledge of pollutant transport principals and applications
  • Knowledge of federal and state regulatory frameworks and their applicability to water resource management
  • Experience in the application of land use regulatory frameworks and the development of water resource management plans, best management practices for stormwater management
The ability to:
  • Balance work with an understanding of social, political, and economic aspects that affect programs and projects
  • Understand the state and federal administrative procedures and rules and regulations regarding permitting, compliance, and enforcement
  • Negotiate effectively with affected regulated parties
  • Good communication skills sufficient to work with the public, governmental officials, scientific and technical consultants
  • Effective public presentation skills; ability to effectively communicate technical concepts in person and in writing

Physical Requirements
Requires occasionally lifting of sampling equipment and working in the field in adverse weather conditions. Ability to conduct field inspections which may involve walking, climbing and/or stepping over obstacles at construction sites

Additional Requirements
A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory DLR check.

Requires a Class D Driver's License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
