The Oregon Department of Environmental Quality has a full-time opportunity for an Air Quality Specialist (Natural Resource Specialist 1) in Portland, Oregon.

There are 3 regions (Northwest, Western, and Eastern); this position is in Northwest Region. The Regions provide the following services: compliance inspection of regulated entities; enforcement of permit requirements and administrative rules; issuance of air, water, and solid waste permits; investigation of complaints; issuance of subsurface permits in counties; response to spills or other incidents with environmental impacts; direct contact and liaison with other governmental entities, industries, and the public; and technical assistance to regulated entities and the public.

What you will do!
You will receive and process citizen complaints regarding air quality, including providing the appropriate response, issuing enforcement actions, and conducting site visits. You will investigate routine complaints with clear directions provided for resolution and will recommend specific actions to resolve the complaints. You will also investigate and respond to complaints where the resolution is less readily identifiable and may require consultation with outside agencies. In your role, you will liaise and form working relationships with regulatory agencies, fire departments and districts, governmental agencies such as the US Forest Service, trade groups, public interest groups, and private citizens as necessary to advance and improve upon the current practices of the agency. Additionally, you will also process permits for well-defined industrial, commercial, and municipal air quality sources where the permit templates need minimal technical input. You will provide assistance to such facilities and perform on-site inspections of these sources. When deviations are noted, you will assist in determining compliance with air quality statutes and regulations of those sources.

What are we looking for?
Minimum Qualifications: Bachelor’s degree in environmental sciences, natural resources, or a closely related field, OR 3 years of experience in an environmental science or natural resources field.
Candidates who are most competitive will also reflect the following:
- Experience and knowledge in industrial source operations, compliance inspection methods, and air quality permitting.
- Experience in providing technical assistance to industry, the public, and governmental agencies on environmental laws, procedures, and issues.
- Experience investigating complaints, documenting violations, writing inspection reports, and writing enforcement referrals.
- Demonstrated proficiency in MS Excel; demonstrated experience using and maintaining databases.
- Excellent verbal and written communication skills; demonstrated ability to write reports and letters that are easily understood by the public.
- Ability to deal diplomatically with upset or adversarial individuals in person and on the phone.
- Experience in reviewing and interpreting environmental regulations, laws, and technical guidance.
Working Conditions:
Work is primarily performed in an office setting. This position requires occasional travel on official State business for fieldwork, assessments, meetings, trainings, conferences, and public hearings. Meetings and public hearings are often held in the evenings. Occasional extended work hours and weekend work may occur. During field work, there may be exposure to adverse weather conditions, pollutants, chemicals, contaminated soil and water, fumes, airborne contaminants, fall or tripping hazards, stairs, kneeling, crouching, climbing, and substantial walking.
