Environmental Protection Specialist

CFLHD is responsible for designing and constructing transportation infrastructure projects that provide access within and into federal lands. We work with our Federal Land Management Agency (FLMA) Partners, including the National Park Service, Fish and Wildlife Service, Forest Service, Bureau of Reclamation, Bureau of Land Management, and the US Army Corps of Engineers. We deliver innovative and context-sensitive transportation solutions in alignment with our partners’ missions and values, acting much like a DOT for the FLMAs. The three major programs that we administer are:
  1. The Federal Lands Transportation Program (FLTP)
  2. The Federal Lands Access Program (FLAP)
  3. The Emergency Relief for Federally Owned (ERFO) roads

The duties for this position are unique for FHWA for working with Federal Lands Highway, providing hands-on experience delivering projects. An ideal candidate for this position will have:
  • Experience using Federal Laws such as the National Environmental Policy Act (NEPA), Executive Orders, regulations, policies, procedures, notices, advisory material, and other technical materials to prepare permit applications and obtain permits and author NEPA documents for transportation or highway projects.
  • Experience analyzing and evaluating social, economic, and environmental impacts, e.g., noise and air quality impacts on wetlands, flood plans, wild and scenic rivers, parks, recreation areas, wildlife refuges, prime and unique farmland, coastal zones, historical/archaeological sites, and more.
  • Experience advising and negotiating with internal and external customers and fostering partnerships to ensure compliance with environmental laws, regulations, and policies.
  • Experience reviewing plans for environmental impacts and preparing, submitting, and obtaining environmental permits, such as under the Clean Water Act or Clean Air Act.

Duties include:
  • Provide environmental input into the scoping process to help determine the range of alternatives to be addressed and the scope of those evaluations and documents.
  • Identify and recommend environmental protection mitigation measures.
  • Research, analyze data, and identify/evaluate Social, Economic, and Environmental impacts, including Section 4(f) impacts for transportation projects.
  • Serve as the environmental compliance manager for several projects, responsible for environmental compliance from initial scoping through post-construction mitigation. Ensure compliance with a variety of environmental laws, including the National Environmental Policy Act (NEPA), Section 106, Section 7, Section 4(f), and the Clean Water Act (CWA).
  • Discuss project impacts with engineers, environmental protection specialists, and various technical specialists.
  • Prepare environmental reports and portions of or complete environmental documents. These include categorical exclusions (CE), environmental assessments (EA), findings of no significant impacts (FONSI), environmental impact statements (EIS), records of decision (ROD), and Section 4(f) evaluations for projects of all levels of difficulty and complexity.
  • Write notices and letters of intent, newsletters, news releases, and correspondence to agencies and the public concerning environmental matters. Coordinate, moderate, and make presentations in public meetings, hearings, Federal/State/local government meetings, and/or conferences.
  • Establish and maintain effective working relationships that promote leadership, negotiations, cooperation, and teamwork, including identifying and fostering new and innovative partnerships.
