Duties
Oversees subordinates work with policy, directives, regulations, and reporting requirements.
Interprets regulations, requirements, and policies; including changes, updates and automated system modifications to ensure compliance.
Plans work to be accomplished by subordinates, establish priorities and prepare schedules for completion of work.
Responsible for process improvement through ongoing analysis of customer needs to increase productivity and quality.
Performs internal personnel administration and management tasks.
Certifies position descriptions, develops performance plans and prepares performance appraisals.
Discusses proposed changes with supervisor and initiates action for implementation.
Coordinates with representatives of other units concerning matters of work accomplishment, priorities and procedures.
Duties will be developmental in nature when the position is filled below the full performance level.
Provides guidance to Military Pay Technicians on complex problems or rejected transactions affecting retiree and annuitant pay accounts; and examines completed actions to ensure and determine validity.

This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-8: Specialized experience is defined as reviewing and processing a wide variety of complex military payroll transactions, determining entitlements, examining and verifying all documents for propriety, completeness and accuracy, reviewing and processing final actions to resolve various complicated military payroll problems or issues using variety of techniques.
GS-9: Specialized experience is defined as applying expert-level knowledge of a large body of military pay rules, procedures and operations sufficient to process pay actions requiring audits, corrections, and adjustments of several interrelated aspects of military pay, sufficient to provide leadership, training and support to others responsible for this work, experience must include applying expert-level knowledge of related payroll systems sufficient to take necessary intervention and bypass of normal automated systems and procedures, and resolve issues within the automated systems.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
GS-08 Substitution of Education for Experience: Eighteen months of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
