Brownfields Program Planner (Environmental Planner 4)



Keeping Washington Clean and Evergreen

The Toxics Cleanup Program (TCP) within the Department of Ecology is looking to fill a Brownfields Program Planner (Environmental Planner 4) position. This position is located in one of the following locations: 
 
Upon hire, you must live within a commutable distance from the duty station.

The Brownfields Program provides funding and technical assistance to communities that plan to clean up contaminated properties to facilitate redevelopment for community benefit. As the Brownfields Program Planner, you will be responsible for planning and implementing Brownfields Program activities, including assisting with contract scope of work development, education and outreach, project management of grant-funded work, and grant reporting.

Program Mission: The mission of the Toxics Cleanup Program (TCP) is to protect Washington’s human health and the environment by preventing and cleaning up pollution and supporting sustainable communities and natural resources for the benefit of future and current generations.

Please Note: This is a project position that is funded through December 31, 2027. The Funding for this position has a high probability of being renewed for the next bi-annual budget.

Tele-work options for this position: This position will be eligible for up to a 90% tele-work schedule. Applicants with questions about position location options, tele-work, and flexible or compressed schedules are encouraged to reach out to the contact person listed below in “other information.” Schedules are dependent upon position needs and are subject to change.

Duties

What makes this role unique?
As the Brownfields Program Planner, you will be responsible for planning, engagement, involvement, and collaboration with internal and external stakeholders, environmental groups, local governments, and Tribal governments. Working with a variety of internal staff, you will manage projects, track and communicate program progress to stakeholders, and develop outreach and training materials. 
 
What you will do:
  • Provide project management for Infrastructure Law-funded Brownfields projects and initiatives. Coordinate within the Toxics Cleanup Program (TCP) and other Ecology programs, the Environmental Protection Agency (EPA) and Department of Commerce, assist with the development of scopes of work for contracts, track cultural resources reviews and consultations, plan and manage budgets, track and monitor project schedules.
  • Provide strategic consultation on major new initiatives relative to Brownfields Program enhancement or policy-related issues. This includes working with individuals and groups outside Ecology working on Brownfields policy, regarding major new or existing initiatives or major modifications to existing policies that affect Brownfields work in Washington. 
  • Support Brownfields Program with the Infrastructure Law grant budget to ensure accuracy and timeliness of grant information.
  • Develop presentations and assist with technical writing for internal and external communication and outreach, including updates to TCP and Ecology management and for local, state, and national conferences and events. Develop monthly messages sent on email listserv, Ecology blog posts, and Project Success Stories.
  • Accompany site manager, other agency staff, tribal contacts, and other cleanup site contacts on site visits or meetings outside the Ecology building.

Qualifications
Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.
Option 1:
A Bachelor’s degree with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field, AND five years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development. Experience may include some or all of the following:
 
  • Developing accessible public outreach materials, including presentations, posters, fact sheets, and project websites.
  • Planning, tracking, and reporting progress for a variety of projects to audiences with different backgrounds.
  • Using Plain Talk to make technical documents accessible to a broad audience.
  • Preparing and delivering presentations to internal and external audiences.
 
Option 2:
A Master’s degree or higher with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field, AND three years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development. Experience may include some or all of the following:
 
  • Developing accessible public outreach materials, including presentations, posters, fact sheets, and project websites.
  • Planning, tracking, and reporting progress for a variety of projects to audiences with different backgrounds.
  • Using Plain Talk to make technical documents accessible to a broad audience.
  • Preparing and delivering presentations to internal and external audiences.
 
Option 3:
One year of experience as an Environmental Planner 3, at the Department of Ecology.
 

Desired Qualifications:

  • Knowledge of: planning principles, techniques, current trends, environmental laws, policies and programs concerning all phases of state resource development; governmental administrative structure at local and state levels; environmental, social and other problems affecting the development of local and state environmental resource programs; methods and objectives of urban and natural resources planning; principles of staff supervision.  
  • Ability to: accept responsibility for major program activities; interpret and apply agency policy; develop long-range work plans, maintain effective working relationships with governmental officials; address large groups and write effectively; supervise staff and manage major program activities.
